Manchester Council Tax Payment Plan: How to Spread Your Bill Over 12 Months

Manchester City Council sends your annual council tax bill around March each year, with payments spread over ten monthly instalments from April to January. That leaves February and March payment-free — but it also means each monthly chunk is larger than it needs to be. If you'd rather pay less each month and spread the cost evenly across the full year, you have a statutory right to ask for 12 monthly instalments instead.

How to Request 12-Month Instalments

Under regulation 21(1A) of the Council Tax (Administration and Enforcement) Regulations 1992 (SI 1992/613), you can ask your billing authority to spread your bill over 12 months rather than the default 10. Manchester City Council accepts this request through:

  • Online self-service portal at manchester.gov.uk (the quickest route)
  • Phone to the Revenues department

The total bill stays exactly the same — you're simply dividing it into 12 smaller payments rather than 10 larger ones. For a Band A property with a net bill of, say, £900 after discounts, that's roughly £75 a month instead of £90.

Make the request before your first instalment is due in April if you can. The council can still accommodate it later in the year, but your remaining payments will be recalculated from whatever point you switch.

What Happens If You Miss a Payment

Missing an instalment triggers a reminder notice. You get 7 days to bring the payment up to date. If you bring your account up to date but fall behind again, the council sends a second reminder.

If you do not pay or keep to an arrangement, you lose the right to pay in instalments and the full year's council tax becomes due. The next stage is a court summons. If the magistrates' court grants a liability order, enforcement can include attachment of earnings, deductions from benefits, or action by enforcement agents. The order adds court costs to your debt.

The enforcement escalation is strict and fast. If you know you're going to miss a payment, contacting the council before the due date is almost always better than waiting for the reminder.

When a Payment Plan Isn't Enough

Twelve-month spreading helps with cash flow, but it doesn't reduce what you owe. If even the smaller monthly amount is more than you can afford, there are two main routes:

Council Tax Support is Manchester's means-tested reduction scheme. Working-age residents can receive up to 85% off their net bill, leaving a 15% minimum payment. If you're on a low income, receiving Universal Credit, or your savings are below £16,000, it's worth checking whether you qualify. You can apply through the council's online portal. A CTS application does not suspend the instalments on your current bill, so keep paying them while the council assesses your claim.

Discretionary Council Tax Payments provide emergency top-up relief for residents in severe financial hardship. This is separate from the main CTS scheme and funded from a discretionary budget, so awards are short-term and not guaranteed. The council prioritises applicants whose hardship is sudden and outside their control.

Combining CTS With 12-Month Spreading

You can have both Council Tax Support and 12-month instalments running at the same time. When a CTS award is granted, the council issues a revised demand notice showing your reduced annual liability. If you've already requested 12-month spreading, the remaining instalments are recalculated automatically — you don't need to make a second request.

This combination tends to produce the lowest possible monthly payment: CTS reduces the total bill, and 12-month spreading divides the remainder into the smallest number of payments.

The Manchester Council Tax Reduction guide covers the full CTS application process, the 6-band Universal Credit scheme, and the backdating rules — everything you need alongside your payment plan.
