What Makes Up Your Bill

Your council tax bill funds several services, each set by a different authority:

  • Bolton Council sets the base charge (general services plus Adult Social Care)
  • Greater Manchester Combined Authority sets the mayoral precept (policing, fire, and mayoral general functions)
  • Parish councils (Blackrod, Horwich, Westhoughton only) add their own precept

The Band D figure of £2,392.33 is the reference point — all other bands are calculated as fractions or multiples of Band D. Band A is 6/9ths, Band B is 7/9ths, and so on up to Band H at 18/9ths (double Band D).

How Band Affects Council Tax Reduction

Your council tax band directly determines your Council Tax Reduction award. CTR is calculated against your net liability — the band charge minus any statutory discounts. A higher band means a higher base charge, which means a larger potential CTR award in pounds, but also a larger 17.5% minimum payment.

For working-age Bolton residents on the lowest incomes, the 17.5% minimum payment ranges from about £279 a year at Band A to £837 at Band H. Most Bolton properties in lower-income areas fall within Bands A to C.

Checking Your Band

Your band is set by the Valuation Office Agency (VOA) based on what your property would have sold for on 1 April 1991. If you think your band is wrong — perhaps similar properties on your street are in a lower band — you can check and challenge it directly with the VOA at gov.uk/council-tax-bands. The challenge is free. Bolton Council can't change your band; only the VOA can.

If you're in the right band but struggling with the bill, the Bolton Council Tax Reduction guide covers the full CTR calculation — how band charges interact with statutory discounts, the 82.5% maximum award, non-dependant deductions, and the Section 13A hardship fund for residents who still can't cover the shortfall.
