Appeal Council Tax Reduction in Salford — Internal Review and Valuation Tribunal
If Salford City Council has refused your Council Tax Reduction claim, placed you in the wrong income band, or rejected your backdating request, you have a legal right to challenge the decision. The process has two stages, and both are free.
Stage 1: Internal Review (Written Appeal)
The first step is a formal written appeal to the council itself. This isn't an informal phone call — it needs to be in writing and state the specific grounds of your dispute. "I disagree" isn't enough; you need to explain why you believe the decision is wrong, referencing the facts the council should have considered.
Common grounds include:
- Incorrect income calculation — the council counted a benefit that should be disregarded (PIP, DLA, Child Benefit, Attendance Allowance, and several UC elements are all excluded from the income figure).
- Wrong household category — you were assessed as a couple when you're a single claimant, or your children weren't included in the household size.
- Non-dependant deduction applied incorrectly — a deduction was taken when the non-dependant qualifies for an exemption (under 21, full-time student, receiving certain benefits).
- Backdating refusal — you provided good cause evidence that wasn't properly considered.
Send your written notice to: Corporate Business, Civic Centre, Chorley Road, Swinton, M27 5AW.
Deadlines: submit within 2 months of receiving the decision notice. The council then has 2 months to review and respond.
Stage 2: Valuation Tribunal for England (VTE)
If the council upholds its decision — or doesn't respond within 2 months — you can escalate to the Valuation Tribunal for England. The VTE is an independent tribunal, completely separate from the council, and appealing is free.
When to appeal: within 2 months of the council's final decision letter. If the council never responded to your Stage 1 review, you can appeal within 4 months of when you submitted it.
The VTE handles the appeal on paper in most cases, though you can request an oral hearing. You'll need to set out your case clearly: what the decision was, why it's wrong, and what evidence supports your position. The tribunal can overturn the council's decision and direct them to recalculate.
Appeals about property council tax bands (whether your home is in the right band) are a separate process handled by the Valuation Office Agency, not the VTE.
Practical Tips for a Stronger Challenge
Get your evidence together before writing. If the dispute is about income calculation, prepare a breakdown showing your income using the council's own rules — list each component, show the disregards applied, and show which band the corrected figure falls into.
Reference the scheme rules. Salford publishes its CTR scheme on its website. If the council has deviated from its own published rules, pointing to the specific provision strengthens your case significantly.
Keep paying while you challenge. A dispute doesn't suspend your council tax liability. If you stop paying during the review, the council can still pursue the balance through the usual enforcement process — summons, liability order, and eventually bailiffs. Continue paying what the current bill says and claim a credit later if the appeal succeeds.
Get free help. Citizens Advice Salford (0808 278 7802) and the Salford Welfare Rights and Debt Advice Service (0800 345 7375) both offer free representation for CTR appeals. They know the local scheme inside out and can draft the review letter or tribunal submission with you.
