Wigan Council Tax Reduction and Universal Credit: What UC Claimants Must Do
UC Does Not Cover Your Council Tax
Universal Credit replaces six legacy benefits, but Council Tax Reduction is not one of them. There is no Council Tax element inside UC. If you've just claimed Universal Credit and assumed your council tax is taken care of, it isn't — you owe the full bill until you submit a separate claim directly to Wigan Council.
This catches more people than any other part of the system. The DWP may send data to Wigan Council confirming you've started a UC claim, but that data transfer does not count as a CTR application. You must apply yourself, separately, through wigan.gov.uk.
Why Timing Matters More Than Anything
Wigan Council operates a strict zero-backdating policy for working-age CTR claims. Your entitlement begins on the day Wigan receives your completed application — not the day you claimed UC, not the day your income dropped, and not the day you moved.
If you claim UC on 1 September but don't apply for CTR until 15 October, you owe 100% of the Council Tax for those six weeks. That money is gone. The council cannot and will not backdate it under the standard scheme, regardless of the reason for the delay.
The practical advice is stark: apply for Council Tax Reduction on the same day you claim Universal Credit. Open two browser tabs — one for UC on the DWP journal, one for CTR on wigan.gov.uk — and submit both.
How UC Affects Your CTR Calculation
When you're on UC, Wigan Council uses the DWP assessment figures transmitted through automated data feeds to calculate your CTR. The council examines your UC monthly statement and applies local rules to prevent double-counting housing costs or disability elements.
Changes to your UC award, earnings, or household circumstances can affect CTR, but the local means test determines how. Do not infer your CTR amount directly from the size of your UC payment; check Wigan's calculation and report relevant changes to the council.
The DWP data feed does not replace your duty to report a relevant change directly to Wigan Council. Check your revised demand notice after the council reassesses your claim.

Mixed-Age Couples and UC
If one partner is pension-age and the other is working-age, a mixed-age couple receiving Universal Credit is assessed under Wigan's working-age rules. If there is no resident child under five, the standard 80% cap and £12,000 capital limit apply; a qualifying child under five places the household in the protected tier, with a 100% maximum and £16,000 capital limit. The pension-age partner's national rules do not govern the claim while the couple is treated under the working-age provisions.
This can change the household's treatment. A pension-age claimant living alone may receive up to 100% reduction under national rules, with a £16,000 capital limit unless they receive Guarantee Credit. Adding a working-age partner when the couple receives UC brings the household under the working-age rules, including the child-under-five tier where applicable.
What to Do When UC Sanctions Hit
A UC sanction does not automatically increase your CTR. Wigan Council applies its local means test to the information for your claim, so report the sanction and ask the council to confirm how it affects your calculation.
If your Council Tax bill hasn't adjusted after a sanction, contact Wigan Council's benefits team and report the change directly. The standard working-age scheme does not backdate a higher award to cover a period before the council is notified.
If the sanction creates genuine hardship, apply for a Section 13A discretionary reduction to cover the gap.
Your Action List
- Apply for CTR at wigan.gov.uk on the same day you claim UC
- Download your full UC monthly statement (showing all elements and deductions) and upload it with your CTR application
- Report any change in your UC to Wigan Council directly — do not assume the DWP data feed handles it
- Budget for the 20% minimum payment if you have no child under five
The Wigan Council Tax Reduction guide includes a UC-to-CTR action protocol with exact steps for separating the two claims and tracking your entitlement.
