Leicester Council Tax Reduction and Universal Credit: What You Need to Know
Universal Credit Does Not Cover Your Council Tax
This is the single biggest misunderstanding among Leicester residents claiming Universal Credit: your UC award does not include any help with council tax. Universal Credit is a national benefit run by the DWP covering living costs and housing. Council Tax Reduction is a separate local discount run by Leicester City Council. You must apply for each one independently.
When you first claim Universal Credit on GOV.UK, no automatic notification triggers a council tax support claim in Leicester. The DWP does send electronic data to the council confirming your UC award, but this is not an application. If you do not submit a separate online form through Leicester City Council's portal, you will receive a full council tax bill — and the arrears start building from day one.
How Universal Credit Income Is Assessed
Leicester's income-banded scheme looks at your weekly net income to place you in a discount band. When you receive Universal Credit, the council counts your UC standard allowance and any elements (except those specifically disregarded) as part of that net income figure.
Key disregards that do not count toward your income:
- The housing costs element of Universal Credit
- Child Benefit
- Childcare costs up to £300/week
Everything else in your UC payment — the standard allowance, any child elements, the LCWRA element, the carer element — feeds into the net income calculation that determines your band.
The ESA to Universal Credit Migration Problem
If you previously received Income-Related Employment and Support Allowance, you likely had 100% Council Tax Support in Leicester because IR-ESA was treated as fully passported income. Under managed migration to Universal Credit, this changes significantly.
The Limited Capability for Work and Work-Related Activity (LCWRA) element of Universal Credit is counted as income in Leicester's scheme. Where IR-ESA gave you automatic Band 1 (100% discount), your UC award — including the LCWRA element — could push your net weekly income above the Band 1 threshold, dropping your discount to 80% or lower.
This has caused genuine hardship. A public petition by Leicester residents documented cases of disabled claimants who went from paying nothing to facing bills of several hundred pounds a year after migration. The income band structure does not distinguish between earned wages and disability-related UC elements — both count the same way.
If you are going through managed migration, check where your total net weekly income (UC standard allowance plus LCWRA element, minus disregards) falls on Leicester's income band grid. You may still qualify as a vulnerable household if you receive PIP enhanced daily living, DLA middle/higher care, or the carer element — which unlocks the 100% Band 1 tier.

Do You Need to Claim Council Tax Support Separately?
Yes. Universal Credit and Council Tax Support are separate claims. Apply to Leicester City Council for CTS even if:
- You already receive Universal Credit
- The DWP has told the council about your UC award
- You claimed Council Tax Benefit before it was abolished in 2013
- You move into Leicester from another billing authority (if you move within Leicester, report the address change on your existing claim)
A new address means a new claim. A new UC award means checking that your council tax support claim is active. Do not assume the council knows.
How to Protect Yourself
Apply for Council Tax Support the same week you apply for Universal Credit. Leicester's scheme dates your entitlement from the Monday after your application is received — not from when your UC started. Any gap between your UC start date and your council tax support application is uncovered, and you will owe the full bill for that period.
If you missed the window, you can request backdating for up to four weeks, but only if you can show continuous "good cause" for the delay.
The Leicester Council Tax Reduction guide walks through the full UC interaction step by step, including how to calculate your net weekly income from a UC statement and where to find the disregarded elements.
