How to Backdate Council Tax Reduction in Leicester
Leicester's Backdating Rules
Council Tax Support in Leicester normally starts on the Monday after your application is received. If you applied late — perhaps you did not realise you needed a separate claim from Universal Credit, or a life event prevented you from filling in the form — you can request backdating. But the rules are tight.
Working-age claimants in Leicester can backdate for a maximum of four weeks before the date the council receives the written backdate request. That is all. There is no discretion to go further back, regardless of circumstances.
Pension-age claimants have a more generous window under the nationally prescribed rules, but for anyone below state pension age, four weeks is the hard limit.
What "Continuous Good Cause" Means
You cannot simply ask to backdate. You must prove continuous good cause for the entire period you are requesting — every single day from the backdating start date to the date you applied.
Good cause means you were prevented from applying by circumstances beyond your reasonable control. The council looks at whether a reasonable person in your situation would have been unable to submit an application during that period. Examples that typically qualify:
- Hospitalisation or serious illness that physically prevented you from accessing the online form
- A bereavement in the immediate family during the backdating period
- Domestic emergency (fire, flooding) affecting your access to documents or technology
- A mental health crisis documented by your GP or care team
Examples that typically do not qualify:
- Not knowing you needed to apply separately from Universal Credit (ignorance of the rules is rarely accepted as good cause, though some councils are more lenient)
- Being busy with work
- Forgetting
- Waiting for advice from Citizens Advice or another organisation
The critical word is "continuous." If your hospital stay covered three of the four weeks but you were home and able-bodied during week two, the council can argue good cause was broken. Your evidence needs to cover the entire gap.
How to Submit a Backdating Request
There are two routes:
- Within your initial application: the online form includes a backdating section. Complete it during your first claim if you know you are applying late.
- After your claim is active: submit a detailed written statement by email to [email protected] or through the council portal, explaining the dates, the reason, and attaching supporting evidence.
Your written statement should include:
- The exact dates you are requesting backdating for
- A clear explanation of why you could not apply during that period
- Supporting documents — GP letters, hospital discharge summaries, bereavement certificates, or any official record corroborating your account
The stronger your documentary evidence, the better your chance. A bare statement saying "I was unwell" without medical evidence is unlikely to succeed.

What Happens If Backdating Is Refused
If Leicester City Council rejects your backdating request, you can challenge the decision through the standard appeal route. First submit a written grievance to the council. If that is rejected or unanswered within two months, you can appeal to the Valuation Tribunal for England for free.
However, be realistic about your grounds. The VTE applies the same "continuous good cause" test. If your evidence does not cover the full period, an appeal is unlikely to overturn the decision.
Protecting Yourself Going Forward
The best protection against needing a backdate is applying early. If you move into a Leicester property, apply within one month of your move-in date — your entitlement will start from the exact date liability began rather than the Monday after your application.
If you claim Universal Credit, apply for Council Tax Support in the same week. Do not wait for your first UC payment or assume the DWP notifies the council on your behalf.
The Leicester Council Tax Reduction guide includes a backdating timeline template and a structured good cause statement you can adapt, designed to cover the evidence the council looks for when assessing these requests.
