$0 Wales Council Tax Reduction Claim Checklist

Council Tax Reduction Wales and Universal Credit

Universal Credit claimants make up around 40% of the active Council Tax Reduction caseload in Wales, and the most common mistake they make is assuming UC handles council tax automatically. It does not — and the consequences are months of arrears that hit without warning.

UC Does Not Apply for Council Tax Reduction

When you claim Universal Credit through the DWP, a data notification is sent to your local council through the Local Authority Data Share (LADS) system. Many claimants take this as confirmation that everything is sorted.

It is not an application. The DWP notification tells your council you exist. It does not submit a CTR claim on your behalf. If you do not complete a separate application directly with your council, you will receive a full, unreduced council tax bill.

This has caught enough people out that it has a name: the UC separation trap. Forum posts on MoneySavingExpert and Reddit are full of panicked claimants who discovered six months of unclaimed CTR — money they were entitled to but never received because nobody told them they needed a separate form.

How to Claim CTR When You Are on Universal Credit

  1. Contact your council's revenues or benefits team — online, by phone, or in person. This protects your claim start date.
  2. Complete their CTR application form within one month of that contact.
  3. Download your last three UC monthly assessment statements from your UC online journal. The council needs these as proof of your UC award and any earnings.
  4. Submit all supporting evidence within one month of the council's request, or within a longer period the authority considers reasonable.

If you ticked the box on your UC application saying you wanted help with council tax, and you return the council's CTR form within one month of the DWP notification, the council may use the notification date as your claim start. Miss that month and the protection lapses.

What Passported Benefits Mean

Universal Credit is not a passporting benefit in Wales. Even a full UC award with zero earnings does not give you automatic maximum CTR — the council still runs the means test.

These benefits do passport you to automatic maximum CTR:

  • Income Support
  • Income-based Jobseeker's Allowance
  • Income-related Employment and Support Allowance
  • Pension Credit Guarantee Credit

If you receive any of these, the council skips the income and capital assessment and awards the maximum reduction (100% of your eligible liability, less non-dependant deductions).

PIP and Attendance Allowance are not passporting benefits either, but they are fully disregarded as income — receiving them does not reduce your CTR.

How UC Earnings Affect Your CTR

If you work while on UC, the council assesses your CTR based on your net UC award and your earned income. The Welsh 20% taper applies to income above your applicable amount.

Monthly UC fluctuations complicate this. UC reassesses your award every month based on actual earnings, and your council may recalculate your CTR accordingly. This is why the council asks for three months of UC statements — they want to see the pattern, not just one snapshot.

Self-Employed on Universal Credit

Here is where Wales differs from the DWP. The Minimum Income Floor (MIF) may apply to a Universal Credit claimant who is gainfully self-employed and is not in a start-up period. It uses an assumed level of earnings linked to work expectations and the applicable minimum wage, even if actual income is lower.

Wales does not apply the MIF to Council Tax Reduction. Your council must assess your actual self-employed earnings when calculating CTR, regardless of what the DWP assumes for UC purposes. If your business had a bad month, your CTR should reflect that.

Provide your council with recent self-employment accounts, invoices, and bank statements showing actual income. Do not let them default to the MIF figure from your UC assessment.

Backdating for UC Claimants

If you have been on UC for months without claiming CTR, you can ask the council to backdate your reduction. Working-age claimants can request up to six months of backdating if they can demonstrate "good cause" throughout the delay. You can explain that you believed UC included council tax support, but the council decides whether the circumstances meet the test.

Write a clear statement explaining that you believed UC included council tax support, when you realised it did not, and that you are now applying. The council has discretion to accept this.

The Council Tax Reduction in Wales guide includes a backdating statement template and a step-by-step claim process for UC claimants — from downloading the right UC documents to getting the council to accept the DWP notification date as your start.
