Wigan Council Tax Reduction Backdating: Why You Can't and What to Do Instead
The Zero-Backdating Rule
Wigan Council does not backdate Council Tax Reduction claims for working-age residents under any circumstances. Your entitlement starts on the exact day the council receives your completed application. Not the day you lost your job. Not the day you claimed Universal Credit. Not the day you first experienced financial hardship.
This is a local policy decision, not a national rule. Some English councils allow backdating of up to three months for working-age claims if the applicant demonstrates "good cause." Wigan does not. The council has maintained this zero-backdating stance since the scheme began in 2013 and re-confirms it each year.
What This Costs You in Practice
Consider a real scenario: you're made redundant on 1 August and immediately claim Universal Credit. You assume the DWP notifies the council. By mid-September, you receive a Council Tax demand showing the full charge. You realise on 20 September that you need to apply separately for CTR.
Your entitlement begins on 20 September. For the period from 1 August to 19 September — about seven weeks — you owe the full Council Tax liability for that period under the standard scheme. On a Band A property with a Single Person Discount, the maximum potential CTR missed is roughly £107, using a £1,300 annual Band A example, a £975 net liability, and an 80% award cap.
If you delayed even longer — say you didn't apply until November — the gap widens further. Every week of delay is money permanently lost.
The Pension-Age Exception
Pension-age residents follow different rules. National regulations automatically allow backdating of up to three months for pension-age claims, provided the applicant met the eligibility criteria throughout the backdated period. The applicant doesn't need to prove "good cause" — the three-month backdating window is automatic.
Pension age for CTR purposes is the qualifying age for State Pension Credit, currently 66. If you've reached that age, the backdating restriction doesn't apply to you.

The Section 13A Alternative
For working-age claimants who missed the application window, the only potential route to cover the gap is a Section 13A(1)(c) discretionary hardship reduction. This is a separate application to Wigan Council's discretionary fund.
Section 13A allows the council to reduce your Council Tax liability on an individual, exceptional hardship basis. It is not an extension of CTR backdating — it's a completely separate scheme funded from local authority revenue.
To apply, you need:
- A completed discretionary reduction application form
- Bank statements for the last two months for all household accounts
- Evidence of income and expenditure showing that your living costs exceed your incoming funds
- Supporting documents explaining why you couldn't apply for CTR sooner (medical evidence, hospital records, evidence of homelessness, or documentation of a crisis event)
Use Wigan Council's online "Apply for a Discretionary Council Tax Reduction" form. The council also lists email submission of the completed application and supporting documents to [email protected], or delivery to a Life Centre. There is no guarantee the council will grant the discretionary reduction — each case is considered individually.
How to Protect Yourself
The lesson from Wigan's zero-backdating rule is straightforward: apply immediately. The moment your income drops, the moment you claim a new benefit, the moment you move to a new property in Wigan — submit a CTR application that same day.
If you're helping someone else — an elderly parent, a friend who's just been made redundant, an adult child who's moved back home — the most valuable thing you can do is help them apply on day one. The form can always be updated later with better evidence. What cannot be recovered is a late claim start date.
