Can You Backdate Council Tax Reduction in Ealing? The Zero Backdating Rule

The Short Answer: You Can't

Ealing's working-age Council Tax Reduction scheme does not permit backdating. If you were eligible for support last month but didn't apply, that month's reduction is gone. Apply three months late and three months of support are lost permanently. There's no mechanism to recover it.

This is a local policy choice. Ealing Council uses its discretion under the Local Government Finance Act 1992 to prohibit working-age CTR backdating entirely. Not every council does this — some allow limited backdating with good cause. But Ealing's 2026/27 scheme draws a hard line.

Why People Assume Backdating Exists

Three things create the confusion:

Housing Benefit backdating. Housing Benefit can be backdated by up to one month for working-age claimants who show continuous good cause. Because the CTR application form is titled "Apply for housing benefit and council tax reduction," people assume the same backdating rules apply to both. They don't.

The pension-age scheme. Pension-age CTR may be treated as if you made your claim up to three months earlier under the national prescribed scheme. But that scheme only applies if you've reached state pension credit age. Working-age residents fall under Ealing's local rules.

Other councils' schemes. Some councils allow working-age backdating with evidence of good cause (severe illness, sudden incapacity, bereavement). People who've lived in another borough sometimes expect the same in Ealing. They won't find it.

What This Means Practically

If you become eligible for Council Tax Reduction — because you lost your job, moved to Universal Credit, or had a drop in income — apply to Ealing Council immediately. Don't wait until your payslips are tidy or your bank statements are printed. You can register an intention to claim by phone on 020 8825 7000 to lock in your date, then complete the full online form within one month.

Every day between eligibility and application is money you won't get back.

The One Alternative: Discretionary Council Tax Discount

When the zero backdating rule creates genuine hardship — you were eligible but didn't know about the scheme, and now you're facing months of council tax debt — Ealing's Discretionary Council Tax Discount (DCTD) under Section 13A(1)(c) is the only potential route for relief on past liabilities.

DCTD is applied at the council's discretion and reserved for severe financial hardship. It doesn't guarantee anything, and it won't necessarily cover the full period you missed. But it's worth applying if the backdated council tax is pushing you into debt. Applications go through My Account on ealing.gov.uk.

The Crisis and Resilience Fund also operates in Ealing for residents facing emergency financial difficulties. If you're behind on council tax and struggling to pay, contact Ealing Advice Service (020 8579 8429) before the debt enters enforcement — once a liability order is issued, your options narrow significantly.

Protect Yourself Going Forward

The strongest protection against the backdating trap is applying the moment your circumstances change. New to Ealing? Apply on move-in day. Started Universal Credit? Apply the same week. Had a pay cut? Apply now and sort the evidence later.

The Ealing Council Tax Reduction guide covers the application timeline, the discretionary discount process, and exactly what to do on day one of a change in your circumstances so you don't lose a single week of support.
