Ealing Council Tax Reduction Eligibility: Working Age and Pension Age
Two Completely Different Schemes
Ealing doesn't run one Council Tax Reduction scheme — it runs two, and they work differently depending on your age.
If you're working age (below state pension credit age), Ealing's own local scheme applies. The council designs it, sets the income bands, and decides the rules. For 2026/27, the maximum award for non-protected working-age households is 80%, with a mandatory 20% minimum contribution. The capital ceiling is £6,000.
If you've reached state pension credit age, a national prescribed scheme set by Parliament applies instead. Ealing can't alter it. The pension-age scheme offers up to 100% reduction regardless of category, uses a means test rather than income bands, has a £16,000 capital ceiling, and may treat a claim as made up to three months earlier. Pension-age claimants may also qualify for Alternative Maximum Council Tax Reduction (formerly Second Adult Rebate), an alternative calculation that working-age applicants cannot access.
Working-Age Eligibility: The Three Gates
To qualify under Ealing's local working-age scheme, you must pass three tests:
1. Liability and residence. You must be liable to pay council tax on a dwelling within Ealing that serves as your main home. A lodger who is not liable for the bill does not meet this requirement.
2. Age. You must not have reached state pension credit age. If you're part of a mixed-age couple (one partner below and one at pension age), the working-age rules generally apply when the household receives Universal Credit.
3. Capital. Your combined savings and investments — yours and your partner's — must not exceed £6,000. There's no taper: £6,000 or below qualifies; £6,001 excludes you entirely, regardless of your income.
Pass all three and you enter the income banding calculation, where your weekly household income determines which band you fall into and what percentage of your council tax gets reduced.
Who Can't Claim
Some working-age residents are excluded even if they meet the three gates:
- Full-time students, subject to exceptions under the default scheme rules that Ealing applies
- People treated as not being in Great Britain or subject to immigration control under the prescribed requirements
- Working-age claimants absent from their home for more than 13 weeks, who have no CTR entitlement during that absence
Some exclusions are set by national requirements, while Ealing's working-age scheme has local rules. Check Ealing's current criteria if one of these applies to you.

Pension Age: Why the Rules Are More Generous
The pension-age scheme exists because Parliament decided that councils shouldn't be able to water down support for older residents. The practical differences are significant:
- Up to 100% reduction for all pension-age applicants (no 20% floor)
- £16,000 capital ceiling instead of £6,000
- Backdating up to three months — working-age applicants get zero
- Alternative Maximum Council Tax Reduction (formerly Second Adult Rebate) available if you share your home with a low-income non-dependant
- Means test rather than bands — a gradual taper instead of hard income thresholds
If you're approaching pension credit age, applying under the pension-age scheme at the right time can significantly increase your support. Check your state pension age at gov.uk to know exactly when the transition happens.
Mixed-Age Couples
If one partner has reached pension credit age and the other hasn't, the household is generally treated under working-age rules when receiving Universal Credit. This can come as a shock — the younger partner's age pulls the entire household into the less generous local scheme.
Ealing says separate claim routes apply to households transitioning from legacy DWP benefits. If you're in a mixed-age couple and not receiving Universal Credit, check with Ealing which route applies before assuming the pension-age scheme will cover you.
The Ealing Council Tax Reduction guide covers both scheme tracks, the capital calculations, and the mixed-age couple rules so you can work out exactly where your household stands.
