Ealing Council Tax Reduction: How the Scheme Works in 2026/27

What Ealing's Council Tax Reduction Actually Gives You

Ealing runs its own local Council Tax Reduction (CTR) scheme for working-age residents under Section 13A of the Local Government Finance Act 1992. The scheme uses income bands — your weekly household income determines what percentage of your council tax bill gets wiped off, from 0% up to 100%.

Two things catch most people off guard. First, non-protected working-age households face a mandatory 20% minimum payment. Even if your income is zero, you still pay at least 20% of your bill unless you qualify for protected status. Second, Universal Credit does not automatically include Council Tax Reduction. You must request it separately, either through the option during a UC application or directly from Ealing Council.

Protected vs Non-Protected: Why It Matters

Ealing splits working-age applicants into two categories. Protected households can get up to 100% off their bill. Non-protected households cap out at 80%.

You qualify for protected status if you or your partner:

  • Receive PIP, DLA, Attendance Allowance, Employment and Support Allowance (ESA), Carer's Allowance, or an Armed Forces Independence Payment, or have underlying entitlement to Carer's Allowance
  • Have a Universal Credit award that includes the Limited Capability for Work element, a disabled child element, or a carer element
  • Are a single parent with a child under five
  • Are a care leaver under 25
  • Receive an Armed Forces Independence Payment

Everyone else falls into the non-protected category with the 20% minimum contribution.

How the Income Bands Work

Ealing uses nine income bands for 2026/27. Your net countable weekly income — after disregards — determines your band. State benefits like Universal Credit, Child Benefit, PIP, and DLA are fully disregarded when calculating your weekly income for band placement.

At Band 1 (weekly income up to £154.18), protected households pay nothing and non-protected households pay 20%. At Band 5 (£231.30–£256.99), protected households contribute 60% and non-protected contribute 70%. By Band 8, non-protected applicants lose all support, while protected applicants still get 10% off. Band 9 (£334.09 and above) ends support for everyone.

The bands move in roughly £25 increments, so a small change in weekly earnings can shift you a full band. If you're on variable hours, expect your award to adjust each time the DWP updates your Universal Credit data.

The £6,000 Capital Ceiling

All working-age applicants face a hard savings cap. If you and your partner hold combined savings, investments, or other capital above £6,000, you get nothing — regardless of how low your income is. There's no taper. At £5,999 you qualify; at £6,001 you don't.

The pension-age national scheme sets its ceiling at £16,000, so residents approaching pension age sometimes assume the same threshold applies. It doesn't.

How to Apply

Applications go through Ealing's My Account portal at ealing.gov.uk. You'll need to create an account, complete the online form titled "Apply for housing benefit and council tax reduction," and upload evidence — bank statements, payslips, benefit letters, and proof of identity.

Two traps to watch for: the online form times out after 20 minutes of inactivity per page, and saved drafts are deleted after 14 days if you don't submit them. Have your documents ready before you start.

You can also register an intention to claim by phone on 020 8825 7000, which sets your baseline date. But you still need to complete the full online form and supply evidence within one month.

The Backdating Rule That Costs People Money

Ealing's working-age CTR scheme does not allow backdating. Every week you delay applying is a week of support permanently lost. This catches people who wait to "get their paperwork sorted" or who assume the council will adjust things retroactively once they apply.

If you're eligible, apply now — even if your evidence isn't complete. Registering your claim date matters more than having every document ready on day one.
