Documents Needed for Council Tax Reduction in Walsall
The One-Month Evidence Window
When Walsall Council asks for supporting documents, its scheme generally gives you one month to provide them. The council may allow a longer period if it considers that reasonable. Late evidence can delay your award, so getting documents ready before you start the form can save time.
Identity Documents
First-time claimants need two forms of ID. Acceptable documents include a passport, a photo driving licence, or a birth certificate. You need two different items from the list — not two copies of the same thing.
You also need proof of your National Insurance number. A recent payslip showing it, a P60, or a DWP letter with your NI number will do.
Income Evidence
The council needs consecutive payslips to verify your earned income:
- Weekly pay: your last 5 consecutive weekly payslips
- Fortnightly pay: your last 3 consecutive fortnightly payslips
- Monthly pay: your last 2 consecutive monthly payslips
If you're on Universal Credit, provide your full UC payment breakdown statements. The council receives some UC data automatically from the DWP, but having the statements to hand speeds up processing and covers any gaps in the automated feed.
For other benefits (Carer's Allowance, ESA, JSA), supply the DWP award letter showing the current rate.
If you receive PIP, DLA, or Attendance Allowance, provide the official award letter. These benefits are disregarded from the income calculation, but the council still needs to see the evidence to apply the disregard correctly.

Bank Statements
Two consecutive months of full statements for every bank, building society, or savings account you hold. Every account — current accounts, savings accounts, ISAs, credit union accounts. The council uses these to verify your income figures and to check your capital against the £6,000 limit.
If your partner lives with you, their accounts need to be included too. Household capital is assessed jointly.
Non-Dependant Evidence
If any adults other than your partner live in your home — adult children, siblings, parents, friends — the council needs evidence of their gross income. This means their payslips or benefit letters, even though the claim is yours. Non-dependant income affects your household assessment.
Getting this evidence can be the most awkward part of the process. An adult child or housemate may not want to share payslips with you. But the council needs the information, and delays here hold up your entire claim.
How to Submit
Upload documents digitally through Walsall Council's evidence portal. If you can't manage the upload, take your documents to a Walsall Connected community hub in a local library for assisted digital support.
Scan or photograph every document clearly — blurry images or cut-off pages may be sent back, leaving less time to meet the deadline in the council's request.
