Walsall Council Tax Reduction: Eligibility and How to Claim
Who Qualifies for Council Tax Reduction in Walsall
Walsall has a working-age income-banded Council Tax Reduction (CTR) scheme and a separate pension-age scheme. For the working-age scheme, your main home must be in Walsall and the council tax bill must be in your name or your partner's. In a mixed-age couple, scheme routing depends on whether you claim Universal Credit jointly: if you do, the working-age rules apply; if not, national mixed-age couple rules determine which scheme applies.
There's a hard savings cut-off. If your household has £6,000 or more in savings, investments, ISAs, or premium bonds, you won't qualify — full stop. That's lower than the £16,000 limit pensioners get, and there's no sliding scale. You're either under £6,000 or you're out.
People subject to immigration control with No Recourse to Public Funds are also excluded, as are anyone living in the property who isn't actually liable for the council tax bill (lodgers, sub-tenants, adult children who aren't joint tenants).
How the Walsall Scheme Works
Walsall switched to an income-banded system in April 2022. Instead of complex means-testing, the council places your household into a discount band based on your net weekly income and household size. The bands give you 75%, 65%, 55%, 45%, or 25% off your council tax — or nothing if your income is too high.
The maximum discount under the working-age income-banded scheme is 75%, leaving at least 25% of eligible liability to pay, even on zero income. Eligible care leavers under 25 can receive a separate 100% care-leaver discount. The 25% minimum payment catches people off guard, especially if you're coming from a council where the cap is higher.
Three Ways to Apply
Online: Fill in the application form at Walsall Council's benefits portal. The form has a save-and-return feature, so you don't need to complete it in one sitting — you'll get a transaction key to pick up where you left off.
Through Universal Credit: When you apply for UC on the DWP portal, there's a tick-box asking whether you want to claim council tax support. Ticking it sends an automatic notification to Walsall Council. But this only starts the process — the council still needs to verify your details and may ask for documents separately.
By phone: Call the Benefits Customer Service line on 0300 555 2855. If you can't manage the online form, you can also get face-to-face help at one of the Walsall Connected community hubs in local libraries.
Once you've applied, gather your evidence quickly. When Walsall requests supporting documents, its scheme generally gives you one month to provide them, though the council may allow a longer period it considers reasonable. Late evidence may delay your award. You'll need two forms of ID, proof of your National Insurance number, consecutive payslips (five weekly or two monthly), and two months of full bank statements for your accounts.

What Happens After You Apply
CTR isn't paid to you as cash. When Walsall processes your claim, they credit the discount directly to your council tax account and send you a revised bill showing the reduction. If you've already overpaid (for example, you were paying full instalments before the CTR was applied), you can request a refund of the credit balance.
Your reduction normally starts from the Monday after Walsall receives your application — or from the date DWP sends the UC notification, if you applied that way.
If you think you should have been getting CTR earlier, you can ask for backdating. Walsall may, at its discretion, treat a claim as made up to 12 months earlier. Explain why you did not apply and provide evidence for the period you are asking the council to consider.
