Walsall Council Tax Reduction for Single People, Couples, and Families

Your Household Type Sets Your Income Thresholds

Walsall's Council Tax Reduction scheme doesn't use a one-size-fits-all income test. The income band thresholds change depending on whether you're single, a single parent, a couple, or a couple with children — and how many children you have. This is the single biggest factor in determining how much support you get at any given income level.

Single Person, No Children

The tightest thresholds. You get the maximum 75% discount only if your net weekly income is £94.96 or less. The bands step down in roughly £30 increments:

  • Up to £94.96: 75% off
  • £94.97–£124.96: 65% off
  • £124.97–£154.96: 55% off
  • £154.97–£184.96: 45% off
  • £184.97–£214.96: 25% off
  • Over £214.96: nothing

On the plus side, if you're the only adult in the property, you'll also get the 25% Single Person Discount on your council tax bill — and CTR is calculated after that discount is applied. So the 75% reduction is applied to 75% of the base rate, not the full amount.

Single Parent

The income thresholds expand significantly once you have dependent children. A single parent with one child keeps the 75% discount up to £181.21 per week — nearly double the single-person limit. With two or more children, the threshold rises to £249.81.

Single parents also get the 25% Single Person Discount if no other adults live in the household (children under 18 don't count as adults for this purpose). The combination of SPD and a higher CTR threshold makes a meaningful difference to the final bill.

Couples Without Children

A couple with no children gets the 75% discount on combined household income up to £137.67 per week. That's higher than the single-person threshold, but not by as much as you might expect. And couples don't qualify for the Single Person Discount, so their CTR is applied to the full council tax bill.

Couples With Children

Adding children pushes the thresholds up:

  • Couple with one child: 75% discount up to £223.92 per week
  • Couple with two or more children: 75% discount up to £292.52 per week

The wider brackets reflect the higher costs of family life, but the maximum discount under this income-banded scheme stays at 75% regardless of household size.

Why This Matters for Your Claim

Household composition determines who falls in which band, so getting it right on your application is critical. If you have a partner living with you, even if they aren't named on the council tax bill, Walsall treats you as a couple and assesses combined income. An adult child over 18 living at home counts as a non-dependant. Walsall normally applies a fixed weekly deduction of £5 or £10, depending on work status and subject to exceptions, rather than adding the child's entire income to your income band.

If your circumstances change — a partner moves in or out, a child leaves for university, an adult child starts working — report it promptly. Walsall's scheme gives you one calendar month to notify the council, while the separate 21-day prompt-notification rule can affect penalties. The council will reassess your band placement.

Our Walsall Council Tax Reduction guide breaks down the full income band grid for every household type and shows you exactly where your household falls, with worked examples for each scenario.
