Evidence Needed for Council Tax Support in Wakefield: The Full Document List
The Evidence Checklist
Wakefield Council's CTS application requires supporting documents uploaded through the online portal. Missing or unclear evidence is one of the most common reasons applications stall. Here's what you need for each category:
Identity and address:
- Passport, UK photocard driving licence, or birth certificate
- A recent utility bill if your ID doesn't show your current Wakefield address
National Insurance number:
- Any official DWP letter, a P60, or a payslip displaying your NINO
- The council verifies this against the DWP's Customer Information System electronically
Savings and capital (must show your capital is at or below £6,000):
- Bank statements for every account you hold — covering the last 2 full calendar months
- Building society statements, ISA statements
- Each statement must show the account holder name, account number, and balance
Employed income:
- 5 consecutive weekly payslips, or 3 fortnightly, or 2 monthly payslips
- Must show gross earnings, tax deductions, National Insurance, and pension contributions
Self-employed income:
- SA302 tax calculation from HMRC, or audited accounts
- Business bank statements
- These are evaluated against the Minimum Income Floor if you've traded for over 12 months
Private pensions:
- Annual pension statement or pension payslip showing gross payment amounts
DWP benefits:
- Benefit award letters for UC, PIP, ESA, Carer's Allowance, etc.
- While DWP income is fully disregarded in the calculation, the council still needs to verify what you receive
Upload Tips That Save Time
The portal accepts digital uploads — photos or scans. Most rejections happen because the image is unreadable:
- Use good lighting and lay documents flat against a contrasting background
- Make sure all four edges of the document are visible in the photo
- Check that text is legible before uploading — zoom in on figures and names
- If a phone photo gets rejected, try scanning the document or converting to PDF
- The portal has file size limits — compress large images if needed
Don't redact any information. The council needs to see full account numbers and balances to verify your capital position. Blanking out figures will delay your claim.
What Happens If Evidence Is Missing
If the council can't verify a part of your claim from the uploaded documents, they'll contact you requesting additional evidence. Respond promptly — your claim is paused until they have what they need, and the support start date doesn't backdate beyond normal rules.
If you genuinely can't produce a specific document (lost payslips, closed bank account), contact the council to discuss alternatives. An employer's letter confirming wages, or a bank statement from an online app showing the same period, may be accepted.

Evidence for a Third Party
If someone else is helping you apply — an adult child, a support worker, a Citizens Advice caseworker — they'll need all the same documents from you. The council also requires a signed Written Letter of Authority or the Wakefield Council Consent Form giving that person permission to act on your behalf.
The helper can upload documents and manage the application through the portal, but the account itself stays in your name.
The Wakefield Council Tax Reduction guide includes a printable pre-submission evidence checklist you can tick off as you gather each document, along with mobile photo guidelines and the exact file specifications the Wakefield portal accepts.
