Manchester Council Tax Support: Documents and Evidence Needed
The Five Evidence Categories
Manchester City Council requires documentation across five areas before it can process a Council Tax Support claim. Having everything ready before you start the online form saves weeks — the portal times out if you pause too long, and missing documents trigger a formal evidence request that gives you one calendar month to respond.
1. Identity and National Insurance
You need one of: a valid passport, UK driving licence, national identity card, or birth certificate. Plus your National Insurance number — and your partner's NI number if you are claiming as a couple.
You can find your NI number on a recent payslip, a P60, or a DWP letter. If you cannot find it, check the official GOV.UK guidance for finding your NI number.
2. Council Tax Liability
Your latest Council Tax Demand Notice, showing the property address, the valuation band, and the annual charge. This proves you are the person liable for council tax at that address. If you recently moved and have not received a bill yet, a signed tenancy agreement or mortgage statement works as interim proof.

3. Income
The evidence depends on your employment type:
- Employed: the last 5 consecutive weekly payslips, 3 fortnightly payslips, or 2 monthly payslips
- Self-employed: audited accounts or a standardised trading statement covering the preceding 13 weeks. If you have traded for less than 13 weeks, ask the council what evidence to provide
- On benefits: official DWP award letters or other evidence requested by the council for Universal Credit, ESA, JSA, PIP, DLA, Carer's Allowance, or other benefits
- Pension income: the latest pension statement from each pension provider, including State Pension
If you have multiple income sources (part-time work plus UC plus a small private pension), provide evidence for all of them. If information is missing and affects your award, the council may reassess it and recover any excess reduction under the scheme.
4. Capital and Savings
Bank statements for the last 2 consecutive months for every account you hold — current accounts, savings accounts, building society accounts, Post Office accounts, ISAs, and investment accounts. Include joint accounts and accounts with zero balances.
The council uses these to verify your total capital position. If your capital is above £6,000 and below £16,000, it calculates tariff income (£1 per week for every £250 above £6,000). Working-age entitlement ends when capital equals or exceeds £16,000.
List all your accounts, including dormant ones. If information is missing, the council may ask you for further evidence.
5. Household Composition
- Dependant children: Child Benefit award letter and birth certificates
- Non-dependant adults: their circumstances can affect a deduction from your CTS award, so be ready to provide details if the council requests them
- Disability status: PIP, DLA, or Attendance Allowance award letters — these unlock income disregards and non-dependant deduction waivers
What Happens If Documents Are Missing
The council checks your information against DWP databases. If anything is missing, it issues a formal evidence request giving you one calendar month to supply the missing items.
If you miss that month, your claim can be closed. You would need to reapply, and your new claim date (and therefore your entitlement start date) resets to whenever you submit the fresh application. Weeks of potential support can be lost.
If you genuinely cannot obtain a document, explain this to the council in writing before the deadline and ask what alternative evidence it will accept.
A Practical Tip
Before you open the online portal, scan or photograph every document and save them in a single folder on your phone. Follow the portal's current upload instructions. Having them ready means you can complete the form in one sitting without hunting for paperwork midway through.
The Manchester Council Tax Reduction guide includes a printable evidence checklist you can tick off as you gather each document, organised by the five categories above.
