Birmingham Council Tax Support: Documents and Evidence Needed

Why Documents Matter More Than the Form Itself

The Council Tax Support application form is straightforward — it asks about your household, income, savings, and housing situation. What trips people up is the evidence. Birmingham's Benefits Service won't process your claim until they have the supporting documents, and missing evidence is the most common reason for delays.

Worse, public libraries in Birmingham no longer accept or scan benefit documents for you. Everything must be uploaded through the Citizen Access Portal or posted to PO Box 8267. If you're applying on a phone without a scanner, you'll be photographing documents and uploading the images — and the portal's temporary "Citizen Access Key" only keeps your draft for 14 days before it expires.

Gathering everything before you start prevents the cycle of opening the form, discovering you're missing something, and losing your draft.

The Document Checklist

Identity and Household

  • National Insurance number for you and your partner (on payslips, benefit letters, or your NI card)
  • Council Tax account reference number (on your annual Council Tax demand notice — the letter that tells you what you owe)
  • Proof of address — tenancy agreement, mortgage statement, or a recent utility bill

Income Evidence

  • Payslips: Your last five weekly payslips or two monthly payslips (for you and your partner)
  • Universal Credit award letter or a screenshot from your UC journal showing your latest payment breakdown
  • Other benefit letters: ESA, PIP, DLA, Carer's Allowance, Child Benefit, pension statements — any income you receive
  • Self-employed income: If you or your partner are self-employed, complete the separate self-employed income declaration form and ask the Benefits Service which business records to provide

Savings and Capital

  • Bank statements: Two consecutive months for every account you hold — current accounts, savings accounts, ISAs, building society accounts. This applies to both you and your partner
  • Investment evidence: Premium bonds, stocks, shares — any capital holdings

Protected Category Evidence (if applicable)

  • Disability benefits: PIP award letter, DLA award letter, ESA decision letter, Disability Premium confirmation
  • Carer's Allowance: Award letter showing you receive Carer's Allowance or Carer's Premium
  • War pension: War Disablement Pension or War Widow's/Widower's Pension award letter
  • Child's birth certificate: If claiming as a lone parent with a child aged 5 or under (to confirm the child's age)

Non-Dependant Evidence

If any adults other than your partner live in your home:

  • Their employment status and gross weekly earnings — the council uses this to calculate non-dependant deductions
  • If they're exempt from deductions (full-time student, receiving Pension Credit Guarantee, etc.), evidence of that status

Submitting by Post

If you can't upload digitally, send photocopies (not originals) to:

Benefit Service, PO Box 8267, Birmingham, B4 7XF

Include a cover letter with your name, address, Council Tax reference, and NI number so the documents get matched to your claim. Keep copies of everything you send.

What Happens If Documents Are Late

Birmingham's guidance asks you to submit supporting evidence within one month of your application. If you cannot meet that window, contact the Benefits Service for instructions rather than assuming it can be extended. Your award's effective date is set under the claim-start and backdating rules, not simply by the date the evidence is processed.

The Birmingham Council Tax Reduction Guide includes a printable document readiness checklist you can work through before opening the portal, plus guidance on photographing documents for mobile upload.
