VOA Wales Contact and Phone Number for Council Tax Band Queries
You want to query your council tax band in Wales, and the first question is who to call. Not your council — councils collect council tax and manage discounts, but they have no power to change your band. The body that sets and maintains council tax bands across all 22 Welsh local authorities is the Valuation Office Agency, an executive agency of HM Revenue & Customs.
VOA Contact Details for Welsh Council Tax
Phone: 03000 505 505. The VOA's Wales line is open Monday and Tuesday 9am–4:30pm, Wednesday 10am–4:30pm, and Thursday and Friday 9am–4:30pm. It is closed on bank holidays.
Online: The GOV.UK portal handles band lookups, informal band review requests, and formal statutory proposals. You can check your current band, see bands for neighbouring properties, and submit a challenge entirely online.
Post: For a paper proposal, use the address on the current VOA form and keep proof of delivery. Statutory periods can run from receipt or service, so do not assume the posting date controls.
Welsh language: Under Welsh Language Standards, you have the right to communicate with the VOA entirely in Welsh by phone, post, or at tribunal. There is no disadvantage or delay attached to choosing Welsh.
What the VOA Can Help With
The VOA's role is limited to property valuation. A phone call can help with:
- Checking your band — confirming which band your property sits in on the official valuation list
- Requesting property attribute data (PAD) — the VOA holds records of your property's floor area, age code, property type, and structural details. You can request this information free of charge by calling 03000 505 505. It is essential evidence if you are preparing a band challenge, because it shows you what the VOA thinks your property looks like.
- Asking how a band was decided — the VOA can explain the general basis for a banding in your area, though they will not volunteer detailed comparable evidence
- Starting an informal band review — you can request one by phone or online, though phone requests do not count as formal statutory proposals and carry no statutory deadlines
What the VOA Cannot Do
The VOA cannot help with council tax bills, payments, discounts, exemptions, or the Council Tax Reduction Scheme. Those are handled by your local billing authority — Swansea Council, Cardiff Council, Gwynedd Council, or whichever of the 22 Welsh councils bills you. If you need to dispute a council decision about a discount or exemption, the route is a Section 16 grievance to the council, not a call to the VOA.
The VOA also cannot guarantee any outcome on a band challenge. Their statutory duty is to maintain an accurate valuation list. If an investigation reveals that your property — or your neighbours' properties — should be in a higher band, they are legally required to correct it. That upward risk is real, and a quick phone call will not resolve whether it applies to you.

When to Call vs When to Write
A phone call to the VOA is useful for information gathering: checking your band, requesting PAD, asking general procedural questions. But a phone call does not constitute a formal statutory proposal. If a statutory proposal window applies — for example, because you recently became liable or the VOA changed your band — submit a valid proposal online through the portal or using the current paper form before the applicable deadline.
Do not let an informal phone conversation run past a statutory deadline. If you are within a proposal window, submit the valid formal proposal first, then gather additional evidence afterwards. The VOA has four months to investigate a valid proposal, so there is time to strengthen your case after filing.
The Wales band challenge guide covers the full statutory proposal process, comparable evidence strategy, and Valuation Tribunal for Wales appeal route — including how to use the property attribute data you request from the VOA to build your case.
