How Long Does the VOA Take to Review a Council Tax Band in Wales?
You have submitted a council tax band challenge in Wales and now the waiting starts. Forum posts report everything from a few weeks to over two years. The actual statutory framework is more structured than those stories suggest — but the practical reality often falls somewhere in between.
The Statutory Timeline
Under the Council Tax (Alteration of Lists and Appeals) (Amendment) (Wales) Regulations 2025 (SI 2025/1323), which came into force on 1 February 2026, the VOA has a defined sequence of obligations after receiving a valid statutory proposal:
28 days — Acknowledgment. The Listing Officer must send a written acknowledgment within 28 days of receiving your proposal. If you submitted online, you should receive an email confirmation almost immediately. If you posted it, the 28-day clock starts from the date of delivery.
4 weeks — Invalidity check. If the VOA considers your proposal was filed outside a statutory window, by someone without standing, or with missing mandatory information, they must issue an Invalidity Notice within four weeks. You then have four weeks to fix the problem or appeal the invalidity to the Valuation Tribunal for Wales.
4 months — Decision. The VOA has four months from receiving a valid proposal to investigate, gather evidence, inspect comparable properties if needed, and issue a formal Decision Notice under Regulation 10. The notice must state whether your proposal is accepted in full, accepted in part, or rejected as not well-founded.
What Happens If the VOA Misses the Four-Month Deadline
Before February 2026, an unresolved proposal automatically transferred to the Valuation Tribunal for Wales after six months. That automatic referral no longer exists. Under the 2025 amendments, if the VOA does not issue a decision within four months, you must actively choose to escalate.
You do this by filing a notice of appeal directly with the VTW under Regulation 10A. Nobody does it for you. If you do nothing, the case simply sits.
This change was designed to give taxpayers control over whether they proceed to a tribunal hearing — but it also means an overworked VOA office can let cases drift if the proposer does not push back. Mark your four-month date in your diary the day you file.
Informal Reviews: No Statutory Deadline at All
The timelines above apply only to formal statutory proposals. If you requested an informal band review — because you have lived at the property for more than six months and do not have a formal proposal right — the VOA is under no statutory obligation to respond within any specific period.
Informal reviews routinely take longer than formal proposals. Some are resolved in weeks, others in months. The VOA may simply write back saying they see no reason to alter the band, and that is the end of it — there is no appeal route to the VTW from an informal review rejection.
This is one reason the formal proposal route is so much stronger for those who qualify. It comes with statutory deadlines, a right to a reasoned decision, and a path to an independent tribunal.

What You Can Do While Waiting
Keep paying your council tax. A pending challenge does not suspend your obligation to pay. If you stop paying, the council can issue a summons and apply for a liability order — regardless of whether the VOA is still investigating.
Gather additional evidence. The VOA's investigation may take time partly because they are looking at comparable properties in your area. Use the wait to strengthen your own evidence: request your property attribute data (PAD) if you have not already, check HM Land Registry for additional 2003-era sales, and document any comparables you have found.
Keep records of every date. Record when you submitted, when you received the acknowledgment, and when the four-month window expires. If the VOA issues a Regulation 10 decision rejecting your proposal, you have four weeks to appeal to the VTW — and that clock starts from the date on the notice, not the date you open the letter.
Refunds Are Backdated
If the VOA does reduce your band, the financial adjustment is backdated. For a correction of a compiled list error, the effective date goes back to 1 April 2005 — the compilation date of the current Welsh valuation list. That means a successful challenge can recover years of overpayments. The council recalculates your account and either credits future bills or issues a direct refund, typically within 14 to 28 working days of the VOA notifying them.
The longer the wait, the larger the potential refund — which is why it is worth filing properly and following through even when the process feels slow.
The Wales band challenge guide covers the full process from evidence assembly through the VOA decision to Valuation Tribunal hearings, including how to prepare if the four-month window passes without a response.
