Sydney Water Pensioner Rebate: How to Claim Your Quarterly Concession
Your Sydney Water bill arrives every quarter, and for pensioners the fixed service charges alone can run over $240 before you use a single drop. The pensioner rebate knocks a significant chunk off those fixed charges. If Sydney Water doesn't detect your eligibility, you may need to make a separate claim.
What the Sydney Water Pensioner Rebate Covers
The rebate applies to the fixed service charges on your quarterly bill — not the usage charges for water you actually consume. For the 2026/27 financial year, the maximum quarterly rebate amounts are:
- Water service charge: up to $26.65 per quarter (covers 100% of the fixed charge)
- Wastewater (sewerage) service charge: up to $144.56 per quarter
- Stormwater service charge: up to $13.68 per quarter for a house, or $4.37 for a unit
For a typical house receiving all three services, that adds up to roughly $184.89 per quarter — or about $739.56 per year. The rebate only offsets fixed charges; your water consumption at $3.41 per kilolitre is billed separately and isn't eligible for the concession.
Who Qualifies
You need to hold one of these cards and be the owner-occupier (or life tenant) of the property:
- Pensioner Concession Card (PCC) issued by Centrelink or DVA
- DVA Veteran Gold Card with a TPI, EDA, or War Widow/Widower endorsement
- DVA written confirmation of a Disability Compensation Payment at the Intermediate rate or Temporarily Totally Incapacitated status
A Commonwealth Seniors Health Card, NSW Seniors Card, or standard Health Care Card does not qualify for the Sydney Water rebate.
If you co-own the property with a spouse or de facto partner, you receive the full rebate even if your partner doesn't hold a qualifying card. Co-ownership with a non-spouse (such as an adult child on the title) reduces the rebate proportionally to your ownership share.
How to Apply
You can apply through either of these channels:
- Service NSW: Use its "claim the pensioner water rebate" transaction
- Sydney Water directly: Follow the claim instructions on Sydney Water's website
You'll need your concession card number (CRN or DVA file number), your Sydney Water account number from a recent bill, and proof that you own and live at the property.
The credit is applied to quarterly water bills. If it is not automatically detected, make a separate claim through Sydney Water or Service NSW.

The Separate Council Rates Rebate
The Sydney Water rebate is completely separate from your council rates rebate. If you live in a council area served by Sydney Water (Greater Sydney, Illawarra, or the Blue Mountains), your council rate notice doesn't include water charges. You need to claim both:
- Council rates rebate (up to $250/year on rates and waste) — apply through your local council
- Sydney Water rebate (up to ~$740/year on water service charges) — apply through Sydney Water or Service NSW
Many pensioners claim one but not the other, leaving hundreds of dollars on the table each year.

What If Your Rebate Disappears
If the rebate is missing from your bill, Sydney Water may not have detected your eligibility. The utility has a separate claim process for eligible pensioners whose concession was not automatically detected.
If you notice the rebate missing from a quarterly bill, contact Sydney Water or use the Service NSW claim route to check your account.
For billing disputes that Sydney Water can't resolve, the Energy and Water Ombudsman NSW (EWON) offers free, independent dispute resolution.
