SEQ Water Subsidy for Pensioners in Queensland

A Separate Concession Most People Miss

If you live in South East Queensland and receive the pensioner rate subsidy on your council rates, you may be entitled to an additional concession that requires a completely separate application: the SEQ Pensioner Water Subsidy.

This is state-funded money — up to $120 per year ($30 per quarter) — credited directly to your water bill. Your water provider depends on where you live: some parts of SEQ are served by distributor-retailers such as Urban Utilities and Unitywater, while Logan, Redland, and Gold Coast are served by their local councils.

You must also apply separately for the water subsidy through your water provider. Depending on where you live, the same council may administer both your rates and water accounts.

How Much You Get

The SEQ Pensioner Water Subsidy provides a 20% discount on water access and usage charges, capped at $120 per annum ($30 per quarterly bill). The discount is calculated against your water access charge and consumption, not against sewerage or trade waste charges.

For most pensioner households, the 20% calculation will hit the $30 quarterly cap before it exhausts the percentage — meaning you effectively receive a flat $30 credit per quarter.

The Queensland Government allocated $19.8 million for this subsidy in the 2026/27 budget, covering the cost across all eligible SEQ pensioner households.

Who Qualifies

To qualify, you must:

  • Hold a Centrelink Pensioner Concession Card (PCC) or DVA Gold Card with Queensland residency
  • Be the owner or life tenant of the property, which must be your principal place of residence in the South East Queensland Water Grid
  • Be legally responsible for the local council rates and water charges on the property

Queensland Seniors Cards, Health Care Cards, and Commonwealth Seniors Health Cards do not qualify.

For married or de facto couples where only one partner holds a qualifying card, the household still receives the full water subsidy — the same spousal rule applies as with the council rate subsidy.

Where to Apply

Your application goes to your water provider. Which organisation serves you depends on where in SEQ you live:

  • Urban Utilities — serves Brisbane, Ipswich, Lockyer Valley, Somerset, and Scenic Rim
  • Unitywater — serves Moreton Bay, Sunshine Coast, and Noosa
  • Local councils — provide water and sewerage services in Logan, Redland, and Gold Coast

Check the header on your water bill to confirm which organisation to contact.

The application process:

  1. Locate your latest water bill — you need your account number
  2. Complete the pensioner water subsidy application form from your water provider's website or customer service centre
  3. Provide your concession card details (CRN or DVA file number)
  4. Sign the consent section for electronic card verification
  5. Submit and keep your confirmation

Once approved, the subsidy generally carries forward through eligibility checks. You need to notify your water provider if you move, sell, or receive a new concession card with a different CRN.

What About Outside SEQ?

The SEQ Pensioner Water Subsidy applies only within the South East Queensland water grid. If you live outside this area — in Townsville, Cairns, Toowoomba, Bundaberg, Rockhampton, Mackay, or any other regional Queensland council — your water is typically billed directly by your local council rather than by a separate retailer.

In these areas, the pensioner rate concession may already cover water charges as part of the council's general rates and charges bundle. Check your council's revenue statement or ask their rates team whether the pensioner concession extends to water and sewerage charges.

Timing and Refunds

If you apply mid-quarter, the subsidy may be pro-rated for the remaining period under your provider's rules. If you apply after paying a water bill in full and are approved retrospectively, the credit sits on your water account and offsets your next bill. You can also request a refund by submitting a formal Refund Request Form to your water provider.

Disputes and Complaints

If your water provider refuses the subsidy or you believe it has been wrongly removed, contact the provider first. The Energy and Water Ombudsman Queensland (EWOQ) can investigate complaints about the pensioner water subsidy, billing errors, and concession administration.

For the complete application process covering both the council rate subsidy and the SEQ water subsidy, including document checklists and a rate notice audit tool, see the Queensland Pensioner Rate Subsidy guide.
