How to Apply for the Pensioner Rate Subsidy in Queensland

Applying for the Queensland pensioner rate subsidy is free and goes through your local council — not the state government, and definitely not through any commercial rebate firm. The process is straightforward, but you need to get a few things right or your application stalls.

Before You Start: Confirm Eligibility

Before filling in a form, verify three things:

  1. Your concession card — You need a Queensland Pensioner Concession Card (PCC) issued by Centrelink or DVA, or a DVA Gold Card. DVA cards must show a Queensland 'Q' prefix. The Queensland Seniors Card, Commonwealth Seniors Health Card, and Health Care Card do not qualify.
  2. Your property title — You must own the property and appear on the title deed held by Titles Queensland, or qualify as a life tenant under a valid will that has taken effect or a Supreme or Family Court order.
  3. Principal residence — You must actually live in the property as your primary home. Investment properties, holiday homes, and properties rented out to tenants don't qualify.

What You Need to Lodge

Every council has its own form, and forms commonly ask for the following core information:

  • Rate assessment number — printed on your most recent rate notice
  • Customer Reference Number (CRN) — the number on your Centrelink PCC, or your DVA file number
  • CCeS consent signature — this authorises the council to electronically verify your card status with Centrelink through the Centrelink Confirmation eServices (CCeS) system
  • Proof of identity and address — typically your concession card (front and back) and a document confirming your residential address

If CCeS verification fails or you hold a DVA Gold Card, you'll need to submit physical or digital copies of both sides of your card.

Special Situations

  • Life tenants: provide a complete copy of the probated will, grant of probate, or Supreme or Family Court order establishing your right to reside
  • Enduring Power of Attorney: if someone is applying on your behalf, they need a registered EPOA or a completed council Authority to Act form
  • Joint owners: each owner with a qualifying card must submit an individual application; the total state subsidy on one property cannot exceed $200 per year

Where to Apply

Applications go to your local council — not the state government. You can typically apply:

  • Online through your council's website or customer portal
  • In person at a council customer service centre
  • By post using a downloaded or printed form

There is no central Queensland-wide application. Each of the 77 local government areas processes its own applications.

What Happens After You Apply

The council verifies your card through CCeS, confirms your title details, and applies the subsidy as a credit on your next rate notice. Processing times vary by council, but most complete verification within one rating cycle.

Look for two separate line items on your next notice: "State Rates Subsidy" (the $200 cap) and your council's local concession (which varies by area). If either is missing, contact the council within 28 days.

Do You Need to Reapply Every Year?

In most Queensland council areas, no. Once approved, councils run automated CCeS checks each rating period. Your concession continues automatically unless you move house, get a new card with a different CRN, or change the ownership structure on your title.

If any of those things happen, you need to notify the council and may need to reapply.
