Queensland Pensioner Rates Eligibility: Cards, Ownership and Residency Rules
The eligibility rules for Queensland's pensioner rate subsidy sound simple — hold a concession card, own the property, live there. In practice, each of those three conditions has details that catch people out.
Condition 1: The Right Concession Card
You must hold one of these cards:
- Centrelink Pensioner Concession Card (PCC) — issued to Age Pensioners, Disability Support Pension recipients, Carer Payment recipients, and some other pension types
- DVA Gold Card (Repatriation Health Card for All Conditions) — including TPI, War Widow/Widower, and EDA sub-categories
- DVA Pensioner Concession Card
Every qualifying DVA card must show a Queensland residency prefix — the 'Q' at the start of the card number. Interstate-prefixed cards aren't accepted.
Cards that do not qualify: Queensland Seniors Card, Commonwealth Seniors Health Card, Health Care Card (including Low Income Health Care Card), and DVA White Card.
The council doesn't run its own income or asset test. Centrelink or DVA already did that when they assessed your pension eligibility. Holding a valid qualifying card is the council's proof of financial eligibility.
Condition 2: On the Title
Your name must appear on the property title deed registered with Titles Queensland, and it must match the name on the council rates assessment. A qualifying life tenant may also be eligible under a valid will that has taken effect or a Supreme or Family Court order.
This isn't just about ownership in the everyday sense. Paying someone else's rates — for example, an adult child paying their parent's rates — doesn't create concession eligibility if the payer's name isn't on the title.
Special ownership structures:
- Life tenants qualify if the life tenancy was established by a valid probated will or a court order (Supreme Court or Family Court). Life tenancies created by informal family agreements don't count.
- Trusts and companies: property held in a family trust or company name doesn't qualify, even if the pensioner occupying the home is the primary beneficiary. The exception: some councils (notably Brisbane) permit remissions for Special Disability Trusts.
- Retirement villages: freehold or strata-title units qualify (you hold an individual title). Leasehold or licence-to-occupy arrangements generally don't (the operator holds the title, not the resident).
Condition 3: Principal Place of Residence
You must physically live in the property as your primary home. This rules out:
- Investment properties
- Holiday houses
- Properties you own but rent out to tenants
If any part of the property is rented under a paid tenancy (a granny flat leased to a tenant, for example), concessions are either disallowed or apportioned to exclude the rented portion.
A temporary absence doesn't forfeit your principal residence status — if you're in hospital, respite care, or temporary rehabilitation, you're still considered to be occupying the property as long as it isn't rented out while you're away.

Part Pensioners Qualify Too
You don't need to be on a full pension. Part pensioners receive the full state subsidy ($200 cap), though some councils reduce their local remission for part pensioners. Brisbane offers 20% up to $675/year for part pensioners versus 40% up to $1,350 for full pensioners. The Sunshine Coast, Redland, and Ipswich also tier their local remissions by pension level.
How to Check
If you're unsure whether you meet the eligibility criteria, start with your concession card. The card type is printed on the front. Then check your council rates notice — your name as listed should match your title registration. If there's a mismatch, you may need to update your title details with Titles Queensland before applying.
