New Pensioner Concession Card — How to Apply for Rates Rebate in Queensland

You Just Got Your Card — Now What?

Receiving a new Centrelink Pensioner Concession Card or DVA Gold Card opens the door to a council rate concession you may not have been aware of. The Queensland Pensioner Rate Subsidy, plus your local council's own pensioner remission, can save you hundreds of dollars per year on your rate bill — but it is not automatic.

You need to apply through your local council. The concession does not appear on your rate notice simply because Centrelink issued you a card. Council and Centrelink are separate systems, and the only way to connect them is to submit a concession application.

The Application Window Matters

How much you receive on your first rate notice depends on when you apply relative to your council's billing cycle.

Queensland councils use annual, half-yearly, or quarterly rating cycles. The effective date depends on your council's rules; it may be tied to the date the application is received, the start date on your concession card, or the start of the current rating period. Where eligibility begins mid-period, councils may prorate the concession. Applying promptly helps avoid missing a council cut-off.

Can You Backdate It?

This is the question nearly every new cardholder asks, and the answer is usually disappointing.

General rule: Backdating a rate concession to previous financial years is restricted. Local government regulations establish that retrospective claims are generally not permitted.

Limited exceptions exist in two scenarios:

  1. Council or administrative error — if your council made a mistake that delayed your concession
  2. Centrelink backdated your card — if Centrelink approved your pension retroactively (for example, you applied in January and were approved in August with a card start date backdated to January), you can ask your council for discretionary backdating by providing Centrelink's backdated approval letter

Even when an exception is granted, backdating is typically capped at the current rating year or a maximum of 12 months. You will not receive concession credits for years of missed claims.

The takeaway: apply the day your card arrives. Do not wait.

What You Need to Apply

Gather these before contacting your council:

  • Your latest rate notice — for the property assessment number
  • Your Pensioner Concession Card or DVA Gold Card — front and back. DVA cards must show Queensland residency with a 'Q' prefix on the card number
  • Your Customer Reference Number (CRN) or DVA file number
  • Proof that you live at the property — the address on your card should match your rate notice

Complete your council's Pensioner Rate Concession Application form and sign the CCeS consent section. This authorises the council to verify your card electronically with Services Australia.

If Your Card Expired and Was Replaced

If your existing concession card expired and you received a replacement with a new CRN, your council needs to know. The automated CCeS verification system checks your old CRN against the active Centrelink records — if the numbers no longer match, the concession silently drops off your next rate notice.

Contact your council with your new card details as soon as you receive the replacement. A replacement card with a new CRN requires a fresh application or annual declaration under the council's process so it can verify your ongoing eligibility.

Do Not Forget the Water Subsidy

Your water provider depends on where you live. Some parts of South East Queensland are served by Urban Utilities or Unitywater; Logan, Redland, and Gold Coast are served by their local councils. The SEQ Pensioner Water Subsidy (up to $120/year) requires a separate application through your water provider; applying for a council rate concession does not automatically include it.

Outside SEQ, water is typically billed by your council and may be covered by the general pensioner concession. Check with your council.

After You Apply

Watch for your next rate notice. It should show:

  • State Rates Subsidy — up to $100 per half-year
  • Council Pensioner Concession — amount varies by council
  • Emergency Management Levy Discount — 20% off the EML

If any line is missing after your application has been acknowledged, contact council promptly. If council refuses or reduces your concession and you seek an internal review, submit a written request within 28 days of receiving the decision notice. If the concession was approved after you already paid the bill in full, the credit sits on your account and offsets your next bill — or you can request a cash refund through a Refund Request Form.
