Missing Pensioner Rebate on Rate Notice Queensland

Your Concession Disappeared — Here Is What to Check

You have been receiving the pensioner rate concession for years, and suddenly your latest rate notice arrives without it. Or you applied months ago but the credit never appeared. Either way, the bill is higher than expected and you need to work out what happened.

This is more common than most people realise. There are several reasons a pensioner concession can silently drop off a Queensland rate notice, and most of them are fixable.

The Five Most Common Causes

1. Your concession card was replaced with a new CRN.

When Centrelink or DVA reissues your Pensioner Concession Card — whether because it expired, your circumstances changed, or the card was upgraded — the new card carries a new Customer Reference Number. Councils verify your eligibility through Centrelink Confirmation eServices (CCeS), which matches your CRN against the council's records. If the CRN has changed and you have not notified council, the automated check fails and the concession drops off.

What to do: Contact your council with your new card details and CRN. A replacement card with a new CRN can require a fresh application or annual declaration under the council's process.

2. Rate account arrears triggered suspension.

Some councils automatically suspend the local pensioner remission when the rate account falls into arrears. Brisbane City Council suspends the council rebate when arrears reach just $30. The state-funded $200 subsidy should continue regardless, but the council's own remission — which can be worth over $1,000 per year — disappears until the arrears are cleared or a payment plan is agreed.

What to do: Check whether you have any overdue balance from a prior billing period. If so, arrange payment or a payment plan with your council.

3. CCeS verification failed.

The electronic check between your council and Services Australia can fail for technical reasons: system downtime, data mismatches between your card registration name and property title name, or a gap between pension approval and card activation. If the automated check returns a negative result, the concession is withheld.

What to do: Call your council's rates team. They can tell you whether the CCeS check failed and can process the concession manually if you bring in copies of your current card.

4. You never applied.

This catches more people than you would expect, particularly after moving house. The pensioner rate concession does not transfer automatically between properties or council areas. If you sold your previous home and bought a new one, you need to lodge a fresh application with the new council — even if you were receiving the concession at your old address for years.

What to do: Submit a new application to your current council. Concessions do not transfer between properties, and the effective date depends on the council's rules.

5. Ownership or residency change on council records.

If the property title has been updated — a name was added or removed, or the ownership structure changed — and council was not notified that you still meet the eligibility criteria, the concession may be dropped during the next rating run. Similarly, if council believes you have moved out (perhaps because mail was returned or a third party reported the property as vacant), the concession can be removed.

What to do: Confirm with council that your title details and principal place of residence status are current.

What Should Appear on Your Rate Notice

A properly applied pensioner concession in Queensland shows three line-item credits:

  • State Rates Subsidy — up to $100 per half-year ($50 per quarter), representing the state-funded 20% subsidy capped at $200 per year
  • Council Pensioner Concession (or similar label) — the local council remission, which varies by council
  • Emergency Management Levy Discount — 20% off the EML component

If any of these are missing, you are leaving money on the table. Some pensioners only check the total due and miss that one component has dropped off while the others remain.

Contact Council Promptly

Contact your council as soon as you notice a missing concession. If council formally refuses or reduces your concession and you seek an internal review, submit a written request within 28 days of receiving the decision notice.

Check your rate notice as soon as it arrives. Do not wait until the due date.

Getting It Fixed

  1. Call or visit your council's rates team with your rate notice and current concession card
  2. Ask them to confirm your CCeS status and whether any flag has been raised on your account
  3. If the issue is a CRN change, provide your new details on the spot
  4. If arrears triggered the suspension, arrange a payment plan to reactivate the local rebate
  5. Request a corrected notice or a credit on your next bill if the concession was wrongly removed
