Health Care Card Rates Concession Queensland
The Short Answer: No
A Health Care Card — including the Low Income Health Care Card issued by Centrelink — does not qualify you for the Queensland Pensioner Rate Subsidy Scheme. It also does not qualify you for standard council-funded pensioner rate remissions in most local government areas.
This catches people out because the Health Care Card looks similar to the Pensioner Concession Card, both are issued by Services Australia, and both provide concessions on certain government services. But for the Queensland state rate subsidy and Emergency Management Levy discount, only two card categories qualify: the Pensioner Concession Card (PCC), issued by Centrelink or DVA, and the DVA Repatriation Health Card for All Conditions (Gold Card).
Cards That Do Not Qualify
The Queensland Government's scheme guidelines explicitly list the ineligible cards:
- Health Care Card (including the Low Income Health Care Card)
- Commonwealth Seniors Health Card (CSHC)
- Queensland Seniors Card (also called the Seniors Business Discount Card)
- DVA White Card (issued for specific conditions rather than all conditions)
Holding any of these cards gives you access to certain state and federal concessions — pharmaceutical benefits, energy rebates, some transport discounts — but none qualifies you for the 20% state rate subsidy (up to $200 per year) or the Emergency Management Levy discount. Local council remissions have separate eligibility rules, so check your council's policy for any hardship or special-circumstances assistance.
The Queensland Seniors Card is an especially common source of confusion. The word "Seniors" leads people to assume it covers everything a pensioner gets, but it does not qualify for the state rate subsidy or Emergency Management Levy discount. Any local council remission follows that council's own eligibility rules.
Why the Distinction Exists
The rate subsidy scheme uses the PCC and DVA Gold Card as proxies for income and asset testing. Centrelink and the DVA conduct rigorous means testing to determine pension eligibility — income limits, asset limits, residence requirements. When you hold a PCC or Gold Card, your council does not need to run its own means test. The card itself proves you meet the threshold.
A Health Care Card, by contrast, is issued on different criteria. The Low Income Health Care Card uses a simpler income test with no asset test, and it covers people who are not pensioners — including working-age adults on low incomes and some students. The scheme was designed for pensioners specifically, and the card type is the gating mechanism.

What You Can Do
If you hold a Health Care Card and are paying full council rates, you have a few options:
Check whether you qualify for a PCC. If you receive an Age Pension, Disability Support Pension, Carer Payment, or another qualifying Centrelink pension, you may be entitled to a PCC automatically. Contact Centrelink (132 300) to check your card type and whether you are receiving the PCC without realising it — some pensioners carry the wrong card in their wallet.
Check whether you qualify for a DVA Gold Card. Veterans with accepted conditions for all conditions of injury or disease, or war widows and widowers, may hold a Gold Card. The card must feature a 'Q' prefix on the card number (indicating Queensland residency) to qualify for the rate subsidy.
Ask your council about other concessions. Some councils offer limited hardship relief or special rebates that are not restricted to PCC or Gold Card holders. These are discretionary and vary widely — they are set in each council's annual Revenue Statement and may require a separate application demonstrating financial hardship.
Contact the Seniors Enquiry Line (1300 135 500) for a free check of which concessions your specific card type entitles you to across all Queensland Government programs. The rate subsidy is only one of many concession programs, and your Health Care Card may qualify you for others you are not currently claiming.
Our Queensland Pensioner Rate Subsidy guide includes a card diagnostic table showing exactly which cards qualify for which concessions across the state subsidy, council remissions, the SEQ water subsidy, and the Emergency Management Levy discount.
