Health Care Card Council Rates Concession Victoria: What You Actually Qualify For
The Short Answer: HCC Does Not Cover Council Rates
If you hold a Commonwealth Health Care Card and you have applied — or are about to apply — for a council rates concession in Victoria, the application will be rejected. The Victorian municipal rates concession is restricted to Pensioner Concession Card (PCC) holders and specific DVA Gold Card holders (TPI, War Widow, EDA, and POW). The Department of Families, Fairness and Housing sets this rule under the State Concessions Act 2004, and no council can override it.
This catches thousands of low-income homeowners every year. The card names sound similar, the concession application forms do not always explain which cards qualify, and council staff sometimes send generic rejection letters without spelling out why.
What a Health Care Card Does Qualify You For
Your HCC is not useless — it qualifies you for the water and sewerage concession, which is a separate scheme. Eligible HCC holders receive a 50% discount on combined water and sewerage charges, capped at $372.10 per year for dual-service accounts (or $190.70 for a single-service account like water only). You apply directly through your water corporation — Yarra Valley Water, South East Water, or Greater Western Water, depending on where you live.
The Utility Relief Grant Scheme (URGS) is separate assistance for people facing temporary financial crisis. Check current DFFH guidance for its eligibility rules; holding an HCC alone does not confirm that you qualify.
The Card Eligibility Breakdown

The Commonwealth Seniors Health Card does not qualify for any Victorian property concession — not rates, not ESVF, not water.

If You Hold an HCC and Need Rates Help
You have two paths forward. First, check whether you might be eligible for a Pensioner Concession Card instead. If you receive the Age Pension, Disability Support Pension, Carer Payment, or certain DVA payments, you may already qualify for a PCC — contact Centrelink to check. Second, if your income is too high for a PCC but your rates bill is causing genuine hardship, your council has a separate hardship and deferral framework under the Local Government Act. That pathway is open to any ratepayer regardless of card status.
For the full picture of what you can and cannot claim across council rates, the ESVF levy, and water bills, the Victoria concession guide maps every card to every scheme.
