Pensioner Rates Concession Victoria: Eligibility and How to Claim
What the Pensioner Rates Concession Actually Covers
Victoria's municipal rates concession gives eligible pensioners a 50% discount on council general rates and the municipal charge, up to a cap that the state indexes every July. For the 2026/27 rating year, that cap sits at $272.70 per property per year. On top of that, approved recipients automatically receive a $50 flat rebate on the Emergency Services and Volunteers Fund (ESVF) levy — the charge that replaced the old Fire Services Property Levy in July 2025. Combined, the maximum state-funded reduction on your rates notice is $322.70.
The concession is funded by the Victorian Department of Families, Fairness and Housing (DFFH) and administered by your local council. All 79 Victorian councils process it the same way at the state level, though some add their own discretionary top-ups on top.
Who Qualifies
Three things must be true on the date you apply:
You hold an eligible concession card. The accepted cards are a Centrelink Pensioner Concession Card (PCC) or a DVA Gold Card marked TPI (Totally and Permanently Incapacitated), War Widow, EDA (Extreme Disablement Adjustment), or POW (Prisoner of War). EDA and POW cardholders apply directly to DFFH. Health Care Cards and Commonwealth Seniors Health Cards do not qualify for the rates concession (though an HCC does qualify you for a separate water concession).
Your name appears on the council rates notice. The name on your card must match the name on the council assessment record. If there is a mismatch — a married name versus a maiden name, a missing middle name, or the property registered solely in your partner's name — the automated Centrelink check will fail and the concession will not apply.
The property is your principal place of residence. Investment properties, holiday homes, and vacant land are excluded. You can claim on one property only.
Couples where one partner holds an eligible card and the other does not still receive the full concession, provided the property is jointly owned or the cardholder's name is on the rates account.
How to Apply
You apply through your local council, not through Centrelink or DFFH (unless you hold a DVA EDA or POW Gold Card — those go directly to DFFH). The standard form is the DFFH Municipal Rates Concession Application Form, available as a PDF or Word document on your council's website.
You will need your full name and address, your Centrelink Customer Reference Number (CRN) or DVA file number, a copy of the front and back of your concession card, and your signed consent for the council to verify your card electronically through Centrelink Confirmation eServices (CCeS).
Most councils accept applications online, by post, or in person. Processing typically takes 10 to 15 business days. Once approved, the concession appears as a line-item deduction on your rates notice, and the $50 ESVF rebate follows automatically with no separate form.

What Happens If You Apply Mid-Year
The concession is calculated pro-rata from the date your card becomes active or the date you settle on the property. If you receive your Pensioner Concession Card on 1 January 2027 — halfway through the rating year — you receive roughly half the annual cap, credited against your remaining quarterly instalments.
