How to Apply for Pensioner Rates Concession in Victoria
Where to Get the Application Form
The standard form is the DFFH Municipal Rates Concession Application Form, available as a PDF or accessible Word document. Your local council hosts it on their website, and you can also download it directly from the DFFH services portal. Most councils accept the same state template, though a few have built their own online versions that pull in the same information.
If your council has an online rates portal — Moorabool Shire, Wyndham and Frankston do — you can fill in and submit the form digitally without printing anything. Otherwise, download the PDF, complete it by hand, and return it to the council's rates department by post, email or in person at a customer service centre.
One exception: DVA Gold Card holders with Extreme Disablement Adjustment (EDA) or Prisoner of War (POW) endorsements do not apply through the council. They submit directly to DFFH via the Victorian Concessions and Allowances Portal or by calling 1800 658 521. DFFH verifies their DVA status and deposits the concession straight into their bank account.
Documents You Need Before You Start
Have these ready before you open the form:
- Your concession card — a clear copy (front and back) of a current Pensioner Concession Card or DVA Gold Card (TPI or War Widow). Health Care Cards do not qualify for council rates, though they do qualify for the separate water concession.
- Your latest rates notice — the one with your property address, assessment number and the name exactly as it appears on the council's records.
- Your property details — the property must be your principal place of residence, and your address should match the address held by Centrelink or DVA.
The name on your card must match the name on your rates notice. If there is any difference — a missing middle name, a maiden name, initials instead of a full name — the automated Centrelink check will fail silently and your concession will be rejected or removed later. Fix the mismatch with Centrelink or your council's rates team before you lodge. We have a full walkthrough on what happens when names don't match.
How to Submit — Online, Paper or In Person
Online portal: Log in, upload scans of your card, tick the electronic verification consent (this authorises the council to verify your card with Centrelink via CCeS), and submit.
Paper form: Fill in the form, attach photocopies of your card, sign the CCeS consent section, and post or drop it off.
In person: Bring your card and rates notice to a council customer service centre to submit the form over the counter. Contact the council to confirm whether staff can help you complete the form or copy your card.

What Happens After You Apply
Councils process claims within 10 to 15 business days. Once the council receives your form, it runs an electronic verification with Centrelink through the Centrelink Confirmation eServices system. If the match succeeds, the concession — 50% of your general rates and municipal charge, capped at $272.70 for 2026/27, plus a flat $50 ESVF rebate — is applied to your account automatically.
If your application is approved after annual rates notices have been issued, the council recalculates the balance and issues an adjusted quarterly instalment schedule. If you applied mid-year, the discount is calculated pro-rata from the date of card entitlement or property settlement, as applicable.
Getting the council rates concession also triggers a separate benefit: the $50 ESVF rebate appears on the same notice without a second application.
If Your Application Is Refused
The core eligibility tests are whether your card type is eligible, you are the liable ratepayer, and the property is your principal place of residence. If you believe the refusal is wrong, ask the council's rating review officer for a formal internal review. Beyond that, the Victorian Ombudsman investigates administrative unfairness in council decisions — and their service is free.
The full concession, including how much it saves, how backdating works and what to do when your card renews each year, is covered in the Pensioner Rates Concession in Victoria guide. It includes printable verification worksheets and a tri-scheme audit matrix so nothing gets missed across council, water and ESVF accounts.
