How to Check If You're Getting Every Victorian Pensioner Property Concession

Victorian pensioners may be eligible for up to three separate property concessions, depending on their card and property eligibility, administered across local councils, the State Revenue Office, and water corporations — and the most common problem isn't being denied a concession, it's not knowing one exists or not realising it has dropped off your bills. Here's how to verify all three in one sitting using your latest rates notice and water bill.

The three schemes are:

  1. Municipal rates concession — 50% off council rates, capped at $272.70 for 2026/27, administered by your local council
  2. ESVF pensioner rebate — a flat $50 deduction on the Emergency Services and Volunteers Fund levy, applied automatically when the rates concession is active
  3. Water and sewerage concession — 50% off water and sewerage charges, capped at $372.10 for 2026/27, administered by your water corporation

Together, these are worth up to $694.80 a year. But because each is handled by a different body, no single organisation confirms you're receiving all three.

What You Need in Front of You

Before you start, gather:

  • Your most recent council rates notice (typically issued August–September)
  • Your most recent water bill (quarterly, from your water corporation)
  • Your concession card — Pensioner Concession Card, DVA Gold Card (TPI, WW, EDA, or POW), or Health Care Card
  • A pen or highlighter

You're going to check three things on each bill: whether the concession appears, whether the amount looks correct, and whether the name on your card matches the name on the account.

Check 1: Municipal Rates Concession

Open your rates notice and look for a line labelled "Pensioner Concession," "Municipal Rates Concession," "State Government Concession," or similar. The label varies by council.

If the line is there: The concession should be 50% of your general rates plus the municipal charge, up to the $272.70 cap. If your rates are under about $545, you should see the full 50% deduction. If your rates are higher, the deduction should be exactly $272.70.

If the line is missing: Your concession may have dropped off. The most common cause is a name mismatch between your Centrelink or DVA record and your council's rates account. The automated Centrelink Confirmation eServices (CCeS) system runs a name match each year — if your card says "Margaret Joan Smith" and your rates account says "Margaret J Smith," the match can fail. Ring your council's rates department and ask them to check the Centrelink link on your account.

Other reasons the concession disappears: your card expired and was reissued with new details, you moved and didn't re-apply with the new council, or the property ownership changed (for example, a spouse's name was removed from the title).

Card eligibility note: Only Pensioner Concession Cards and DVA Gold Cards qualify for the rates concession. If you hold a Health Care Card, you don't qualify for this scheme — but skip to Check 3, because you may qualify for the water concession.

Check 2: ESVF Pensioner Rebate

On the same rates notice, find the line for the Emergency Services and Volunteers Fund (ESVF) levy. This replaced the old Fire Services Property Levy on 1 July 2025. The ESVF has two parts: a fixed residential charge ($139 for 2026/27) and a variable component based on your property's Capital Improved Value.

If you're receiving the municipal rates concession, a $50 pensioner rebate on the ESVF should appear automatically. Look for a line showing the $50 deduction applied against the ESVF total.

If the $50 rebate isn't there but your rates concession is: Contact your council. The ESVF rebate is supposed to be triggered automatically by the approved rates concession. If it's missing despite an active rates concession, there may be a data-linkage error between the council and the State Revenue Office.

If neither the rates concession nor the ESVF rebate appears: Fix the rates concession first (Check 1). The ESVF rebate flows from it.

Check 3: Water and Sewerage Concession

This one is on a different bill entirely — your water bill from your water corporation (Yarra Valley Water, South East Water, Greater Western Water, or a regional water authority).

Look for a concession credit on the bill. The water concession is 50% off your combined water and sewerage charges, capped at $372.10 per year for a joint-service account (or $190.70 for a single-service account).

Critical difference from the rates concession: Health Care Card holders qualify for the water concession, even though they don't qualify for the municipal rates concession. This is the single most commonly missed concession. If you hold an HCC and your council turned you away for rates help, you may still be entitled to up to $372.10 a year in water savings — but you need to apply directly to your water corporation, not the council.

If the concession isn't showing on your water bill: Contact your water corporation. You typically need to provide your concession card details. The application is separate from the council rates concession — having one doesn't automatically give you the other.

The Name-Matching Problem

For council and water concession checks, a common cause of a missing concession is a name mismatch.

The council's and water corporation's verification systems compare the name on your concession card with the name on their records. These systems are literal. "Robert" doesn't match "Bob." "Margaret Joan" doesn't match "Margaret J." A changed surname after marriage or a maiden name used on one record but not the other can cause the match to fail.

The warning can be easy to miss: if CCeS marks a record unmatched or a card expired, the system issues a notice giving you 28 days to provide an updated card copy before the concession is removed. Check that notice as well as the next bill.

To fix it, you need to ensure the name on your concession card matches the name on your rates account and your water account exactly. If you've recently changed your name with Centrelink or DVA, you may also need to update your council and water corporation records.

What to Do If You've Been Missing a Concession

If you discover that a concession should have been applied but wasn't, you can backdate the claim:

  • Council rates: Most councils will backdate the rates concession by one financial year. Ask your council's rates department for a retrospective claim form.
  • Multi-year backdating: For claims going further back than one year, submit a multi-year request through the Department of Families, Fairness and Housing (DFFH) rather than the council. Contact DFFH on 1800 658 521 or through the Victorian Concessions and Allowances portal. Approval is discretionary; there is no automatic legal right to recover multi-year omissions.
  • Water concession: Water corporations can backdate the concession up to 12 months from registration if you held an eligible card continuously during that period.

The backdating rules are strict about documentation — you'll need to show that you held a valid eligible card during the period you're claiming for.

The Structured Approach

The verification process above covers the basics. For a complete tri-scheme audit — including the card-to-scheme eligibility matrix, worked dollar examples showing exactly how each concession is calculated, the DVA special pathways for EDA and POW Gold Card holders, retirement village rules, and the full retrospective claim procedure — the Pensioner Rates Concession in Victoria guide puts everything in one printable document with step-by-step checklists.

It was designed for exactly this situation: sitting down with your rates notice and water bill to make sure nothing's been missed.

Frequently Asked Questions

How often do I need to reapply for the rates concession?

For most pensioners, the concession renews automatically each year through the CCeS electronic verification. You don't need to resubmit forms annually. However, the automated check can mark a record unmatched or a card expired and issue a warning notice giving you 28 days to provide an updated card copy before removal, so it's worth checking your rates notice and any warning notices each year.

Does my partner's income affect my concession?

Income isn't the test — card status is. If you hold an eligible Pensioner Concession Card or DVA Gold Card, the concession applies regardless of your partner's income or card status. For jointly owned properties, only one concession claim is permitted per household, but it covers the full property if at least one co-owner who is a spouse or de facto holds the eligible card.

I'm in a retirement village. Do I get the concession?

It depends on your tenure structure. If you hold strata or purple title and receive your own individual rates notice, you apply directly with the council like any other homeowner. If you're on a loan-licence or leasehold arrangement where the village operator receives a bulk rates notice, the operator is required to lodge a consolidated concession claim with DFFH or the council and pass the discount through to your monthly fees.

What if I only have a Commonwealth Seniors Health Card?

A Commonwealth Seniors Health Card does not qualify for any of the three property concession schemes — not the municipal rates concession, not the ESVF rebate, and not the water concession. The same applies to the Victorian Seniors Card. Only the Pensioner Concession Card, DVA Gold Card, and (for water only) the Health Care Card are eligible.
