Water Concession Pensioner Victoria: Eligibility, Cap and How to Apply

What the Water Concession Gives You

The Victorian water and sewerage concession provides a 50% discount on your combined residential water usage charges and sewerage service charges. For the 2026/27 financial year, the cap is $372.10 per year for accounts that include both water and sewerage. If your account covers only one service — water supply without sewerage, or sewerage only — the cap is $190.70.

The discount applies to your fixed service charges and your volumetric (usage-based) water charges. Both are included in the 50% calculation up to the annual cap.

Who Qualifies

This is where the water concession differs significantly from the council rates concession. The water concession accepts a wider range of cards:

  • Pensioner Concession Card (PCC) — yes
  • DVA Gold Card (TPI, War Widow, EDA, POW) — yes
  • Health Care Card (HCC) — yes
  • Commonwealth Seniors Health Card — no

The Health Care Card qualification is the important distinction. An HCC does not qualify you for any council rates discount, but it does qualify you for the full water concession. If you hold an HCC and have not yet applied for the water concession, you could be missing up to $372.10 per year in savings.

How to Apply

You apply directly through your water corporation — not through your council. Victoria's three major urban water corporations are:

  • Yarra Valley Water — serving Melbourne's north and east
  • South East Water — serving Melbourne's south and east
  • Greater Western Water — serving Melbourne's west and regional areas

Each water corporation has its own application process, typically through an online form on their website or by calling their customer service line. You will need your concession card details and your water account number.

Regional water corporations (like Goulburn Valley Water, Coliban Water, and others) also administer the concession for customers in their service areas.

The water corporation verifies your card through the same Centrelink Confirmation eServices (CCeS) system that councils use. Once approved, the 50% discount appears as a line-item credit on each quarterly water bill for as long as your card remains active and you occupy the property as your principal place of residence.

The Water Concession Is Separate from Council Rates

A common misconception is that applying for the council rates concession automatically covers your water bill. It does not. The water concession and the rates concession are administered by different bodies (water corporation versus council), funded by different DFFH budget lines, and require separate applications. You can receive both simultaneously — and you should, if you hold an eligible card.

Similarly, the Utility Relief Grant Scheme (URGS) is a separate one-off payment for temporary financial hardship that can cover overdue water, gas, or electricity bills. It is not connected to the ongoing water concession.
