TasWater Pensioner Concession: How to Apply and What You Get
Many Tasmanian pensioners claim the council rates remission but never realise the TasWater concession exists. It's a completely separate scheme, run by a different organisation, and it requires its own application. If you're not claiming it, you're leaving up to $249.43 a year on the table.
What You Get
For 2026/27, the state-funded TasWater concession covers:
- $124.72 off your annual water service charge
- $124.72 off your annual sewerage service charge
- Up to $249.43 total per year
The concession applies to fixed access charges only — not to volumetric usage charges for how much water you actually use.
Who Qualifies
The same concession cards that qualify for the council rates remission:
- Pensioner Concession Card (PCC)
- Health Care Card (HCC)
- DVA Gold Card endorsed TPI or War Widow/Widower
The Commonwealth Seniors Health Card does not qualify.
You must be the account holder (or co-holder) for a residential property connected to TasWater services.
How to Apply
Submit TasWater Form TCSFOR03 — the Application for Concession Form — directly to TasWater. You can get it from taswater.com.au or by calling 13 6992.

The Pro-Rata Rule (and Why Speed Matters)
Unlike the council rates remission, which uses a fixed 1 July qualifying date, TasWater accepts applications at any time during the year. The concession is applied pro-rata from the day after your form is received.
That means if you apply on 1 September instead of 1 July, you lose two months of credit. And TasWater never backdates — not by a day, not by a month, not by a year. Every day of delay is a permanent loss.
This is the single most important thing to know about TasWater concessions: apply the moment you have an eligible concession card.
TasWater Is Not Your Council
Your local council cannot process a TasWater application. Submitting a rates remission form to your council does not notify TasWater. The two systems are completely separate.
This catches thousands of Tasmanian households each year. They receive the council discount on their rates notice and assume the water bill is taken care of too.
Extra TasWater Help
Beyond the standard concession, TasWater offers:
- Undetected water leak rebate — up to 50% off excess usage charges caused by a hidden leak, with a licensed plumber's repair certificate
- Medical needs allowance — 200kL per year for customers needing home haemodialysis or with certified high-water-use medical conditions
- TasWater Assist — a confidential hardship program with payment plans, bill freezing, and potential debt relief
