Council Rates vs TasWater Concession Tasmania: Two Claims, Two Agencies

One of the most expensive misunderstandings in Tasmanian property concessions is the belief that a single form covers everything. It doesn't. The council rates remission and the TasWater concession are two entirely separate schemes, run by different organisations, with different rules and different deadlines.

Why They're Separate

Council rates are levied by Tasmania's 29 municipal councils under the Local Government Act 1993. The pensioner rates remission is governed by the Local Government (Rates and Charges Remissions) Act 1991 and administered by the State Revenue Office through local councils.

Water and sewerage charges are billed by TasWater — a state-owned corporation that operates independently of councils. TasWater concessions are governed by the Water and Sewerage Industry Act 2008 and administered by TasWater directly.

There is no data link between the two systems. Submitting a council form does not notify TasWater. Claiming a TasWater concession does not affect your council rates.

The Key Differences

Council rates remission TasWater concession
Maximum 2026/27 $401 (TasWater areas) / $591 (non-TasWater) $249.43
Apply to Your local council TasWater directly
Qualifying date Card active by 1 July Any time during the year
Backdating One prior year allowed Never — not even one day
Application deadline 31 March 2027 No fixed deadline (pro-rata)
Renewal Automatic via SRO data match Confirm renewal requirements with TasWater

What It Costs to Miss One

A pensioner who claims the council remission but forgets TasWater misses up to $249.43 per year — $124.72 off water and $124.72 off sewerage. And because TasWater never backdates, the loss is permanent from the day you should have applied.

Over five years of delayed awareness, that's over $1,200 in concessions that can never be recovered.

How to Claim Both

  1. Council: lodge the rates remission form with your local council before 31 March 2027
  2. TasWater: lodge Form TCSFOR03 with TasWater immediately — every day counts because of pro-rata

Both require the same concession card details (PCC, HCC, or endorsed DVA Gold Card) and proof that you own and live in the property.

The Combined Maximum

If you claim both, your total annual property concessions for 2026/27 could reach:

  • Council rates remission: up to $401 (TasWater areas)
  • Fire levy rebate: 20% of your fire service rate
  • TasWater concession: up to $249.43
  • Combined: potentially $650+ per year
