Retirement Village Rates Concession Victoria: How Pensioners in Villages Claim
Whether You Can Claim Depends on Your Tenure
Victorian retirement villages operate under several different ownership structures, and the path to claiming a pensioner rates concession depends on which one applies to your unit.
Strata title (purple title) residents own their individual unit outright. The council sends you a separate rates notice in your own name, and you apply for the concession exactly the same way any homeowner does — through your council with the standard DFFH Municipal Rates Concession Application Form. If you hold a Pensioner Concession Card or eligible DVA Gold Card and the unit is your principal place of residence, you receive the 50% concession up to $272.70 plus the $50 ESVF rebate directly on your rates notice.
Loan-licence and leasehold residents do not own the unit and are not on the council rates notice. The village operator receives a single bulk rates notice covering the entire complex and passes the cost through to residents via monthly service fees or maintenance charges. Eligible residents are still entitled to a pro-rata concession, but the process is different — the operator must lodge a consolidated retirement village concession claim with DFFH or the local council.
How the Pass-Through Works
When a village operator holds a bulk rates assessment, individual residents cannot apply to the council on their own because their name does not appear on the rates notice. Instead, the Retirement Villages Act 1986 and associated regulations require operators to apply for the concession on behalf of eligible residents and pass the discount through to the resident's fee schedule.
In practice, this means your village manager should:
- Identify all residents who hold eligible concession cards
- Submit a consolidated claim to the council or DFFH listing each eligible resident
- Reduce each eligible resident's monthly maintenance fee by their share of the approved concession
If your operator is not doing this, raise it with the village manager and reference their obligation under the Act. Residents' committees and the Retirement Village Residents Victoria (RRVV) advocacy group can support you.
Water Concessions in a Village
The same split applies to water. If your unit has its own water meter and account with the water corporation, you apply directly for the water concession. If the village has a single bulk water account and distributes costs through service fees, the operator must claim on your behalf and pass the discount through.
