DFFH Municipal Rates Concession Victoria: How the Scheme Works

DFFH's Role in the Concession

The Victorian municipal rates concession is not paid by your council. The Department of Families, Fairness and Housing (DFFH) funds the entire scheme from the state budget under the State Concessions Act 2004. Your council administers it — processing applications, running the Centrelink verification, and applying the discount to your rates notice — but the money comes from DFFH.

This arrangement means the concession rules are uniform across all 79 Victorian councils. The 50% discount rate and the $272.70 cap for 2026/27 are set at the state level, not by individual municipalities. However, some councils add their own discretionary top-ups out of their own rate revenue. The City of Melbourne, for example, provides an additional 25% rebate up to a further $272.70, bringing the combined council-plus-state maximum to $595.40. Darebin Council adds $150, and Moonee Valley adds $20.

When You Apply to DFFH Directly

Most pensioners never deal with DFFH at all — they apply through their council. But there are two groups who must go directly to DFFH:

DVA Gold Card holders with EDA or POW endorsements. Council systems use Centrelink Confirmation eServices (CCeS) to verify cards electronically, and CCeS cannot process Extreme Disablement Adjustment or Prisoner of War card codes. If you submit a council application with one of these cards, it will be rejected. Instead, apply through the Victorian Concessions and Allowances Portal, call DFFH on 1800 658 521, or post the form directly to DFFH. When approved, DFFH deposits the concession into your bank account rather than crediting it on the rates notice.

Multi-year retrospective claims. If you were eligible for a concession in a prior financial year but never claimed, your council can approve a backdated claim for up to one prior year. Claims going back further than that — two, three, or more years — must be submitted to DFFH directly. You will need proof that you held a valid concession card and owned the property as your principal place of residence during each year you are claiming.

What DFFH Does Not Do

DFFH does not handle the ESVF rebate or the water concession. The $50 ESVF rebate is triggered automatically when your council approves the rates concession. The water concession is a separate application through your water corporation (Yarra Valley Water, South East Water, or Greater Western Water).

DFFH also does not handle council hardship applications or rate deferrals. Those are local council matters under Section 170 of the Local Government Act 1989.
