DVA Gold Card Rates Concession Victoria: Veterans and War Widows
Which DVA Gold Cards Qualify
Not all DVA Gold Cards are treated the same way by the Victorian concession system. Your application route and even your point of contact depend on the specific endorsement printed on the card.
Standard council route — you apply through your local council just like a Centrelink pensioner:
- DVA Gold Card marked TPI (Totally and Permanently Incapacitated)
- DVA Gold Card marked War Widow or War Widower
Direct DFFH route — you apply to the Department of Families, Fairness and Housing, not your council:
- DVA Gold Card marked EDA (Extreme Disablement Adjustment)
- DVA Gold Card marked POW (Prisoner of War)
The distinction matters because council systems cannot electronically verify EDA and POW card codes through the standard Centrelink Confirmation eServices (CCeS) system. If you hold an EDA or POW card and submit a paper form to your council, it will likely be rejected — not because you are ineligible, but because the council's software cannot process it.
What You Receive
Every eligible DVA Gold Card holder receives the same state concession as a Pensioner Concession Card holder:
- Municipal rates concession: 50% of general rates and the municipal charge, capped at $272.70 for 2026/27
- ESVF rebate: A flat $50 deduction on the Emergency Services and Volunteers Fund levy
- Water concession: 50% of combined water and sewerage charges, capped at $372.10 (applied separately through your water corporation)
The combined maximum on your rates notice alone is $322.70.
How to Apply via DFFH (EDA and POW Only)
EDA and POW cardholders submit their applications through the Victorian Concessions and Allowances Portal online, by calling DFFH on 1800 658 521, or by posting the completed DFFH Municipal Rates Concession Application Form directly to DFFH. You will need your DVA file number and a copy of your Gold Card. Once approved, DFFH deposits the concession directly into your nominated bank account rather than deducting it from the rates notice.

How to Apply via Your Council (TPI and War Widow)
TPI and War Widow cardholders follow the same process as any pensioner. Download the DFFH application form from your council's website, attach a copy of both sides of your DVA Gold Card, and submit it online, by post, or in person. The council verifies your card electronically and applies the concession as a line-item deduction on your rates notice. The $50 ESVF rebate follows automatically.
