DVA Gold Card Rates Concession in Queensland: What Veterans Get

If you hold a DVA Gold Card and own your Queensland principal residence or qualify as a life tenant there, you may qualify for the state-funded rate subsidy and Emergency Management Levy discount. Local council remissions have their own eligibility rules. A few DVA-specific details can also affect how you apply.

Which DVA Cards Qualify

Not every DVA card opens the door to rate concessions. The qualifying cards are:

  • DVA Repatriation Health Card for All Conditions (Gold Card) — including cards marked Totally and Permanently Incapacitated (TPI), War Widow or War Widower, and Extreme Disablement Adjustment (EDA)
  • DVA Pensioner Concession Card (PCC)

The critical detail: your DVA card must show a Queensland residency prefix — a 'Q' at the start of the card number. Cards issued with a different state prefix won't be accepted by Queensland councils for rate concessions.

Cards That Don't Qualify

The DVA White Card (issued for specific accepted conditions), a DVA Orange Card, or another card that is not a PCC or Gold Card does not qualify for the state pensioner rate subsidy or Emergency Management Levy discount. Local council remissions have separate criteria.

Similarly, a Centrelink-issued Health Care Card or Commonwealth Seniors Health Card won't qualify — these are separate from the Pensioner Concession Card.

What You Get

The state-level concessions are the same as for Centrelink PCC holders; local remissions depend on council rules:

  • State subsidy: 20% off gross council rates, capped at $200 per year
  • Emergency Management Levy discount: 20% off the prescribed levy
  • Council local remission: varies by area — up to $1,350 in Brisbane, $335 in Cairns, $298 on the Gold Coast

For a one-card couple (where the veteran holds the Gold Card but the spouse doesn't), the jointly owning married or de facto couple may receive the full state rate and water subsidies. Local remissions depend on the council's own criteria.

How Verification Works for DVA Holders

Most councils verify Centrelink PCC holders automatically through the CCeS electronic system. DVA Gold Card verification sometimes requires manual processing — if the CCeS check fails or the council can't match your DVA details electronically, you'll need to submit physical or digital copies of the front and back of your card.

Have your DVA file number ready when applying, and be prepared to provide card copies if the council asks. The process is the same otherwise: fill in the council's concession form, provide your rate assessment number, and sign the verification consent.

Changing State or Council Area

DVA rate concessions don't transfer automatically between council areas. If you move from one Queensland council to another — say, Townsville to Moreton Bay — you need to lodge a fresh application with the new council. The same applies if you move interstate; Queensland concessions only cover properties rated by Queensland councils.
