DVA Gold Card Council Rates South Australia
What the DVA Gold Card Unlocks for SA Rates
A DVA Gold Card — including cards issued for Total and Permanent Incapacity (TPI), Extreme Disablement Adjustment (EDA), War Widow status, or to a person with 80 or more overall impairment points under the Military Rehabilitation and Compensation Act 2004 — is an eligible card for South Australian household concessions. ConcessionsSA administers them, not the Department of Veterans' Affairs, and you apply using your DVA File Number instead of a Centrelink CRN.
The key distinction: your DVA Gold Card makes you eligible for the state household concessions package, but the Seniors Rates Postponement (Section 182A) requires an SA Seniors Card, which is a separate credential. If you hold both cards, you can access every program.
Household Concessions for DVA Gold Card Holders
Through ConcessionsSA, a DVA Gold Card can establish card eligibility for the four household concessions in 2026/27, subject to each program's residence, account and tenure requirements:
- Cost of Living Concession: $270.60 paid directly into your bank account between August and December
- Energy bill concession: up to $291.27 a year, usually credited to your electricity bill
- Water and sewerage concession: water $304.12 to $484.80; sewerage up to $228.12 for homeowner-occupiers
- ESL remission: up to $46 off your Emergency Services Levy
You apply once through the ConcessionsSA portal at sa.gov.au/concessions. When the form asks for identification, select the DVA option and enter your DVA File Number. ConcessionsSA verifies your card status electronically with DVA — you don't need to send a card copy unless the automated verification fails.
Seniors Rates Postponement for Veterans
Section 182A of the Local Government Act entitles SA Seniors Card holders to postpone all council rates above $500 per year on their principal place of residence. This is a separate program from the ConcessionsSA concessions — you apply directly to your local council.
If you're a DVA Gold Card holder who also holds an SA Seniors Card, you're eligible for postponement. If you only hold the DVA Gold Card without a Seniors Card, you cannot access postponement, but you retain full access to the four household concessions.
The SA Seniors Card is free for Australian citizens or permanent residents living in South Australia who are aged 60 or over; Aboriginal and Torres Strait Islander people can apply from age 50. There is no limit on hours worked. Many DVA recipients qualify for both cards.

Hardship Relief for Veterans
Separately from ConcessionsSA and postponement, every SA council has a Section 182 hardship policy that applies to all ratepayers regardless of card status. If you're a DVA pensioner facing financial difficulty with your rates, you can apply to your council for a payment plan, interest waiver, or in rare cases partial remission.
Veterans may also access free financial counselling through the National Debt Helpline (1800 007 007) and legal advice through the Legal Services Commission of South Australia if rates issues escalate.
How to Check You're Receiving Everything
DVA Gold Card holders in SA sometimes miss concessions because the card qualifies them through DVA rather than Centrelink, and ConcessionsSA's automated data-matching occasionally fails to pick up DVA credentials. If your COLC payment hasn't arrived by December or your water bill doesn't show a concession credit, phone ConcessionsSA on 1800 307 758 with your DVA File Number to confirm your registration.
