Pensioner Concession Card and DVA Gold Card — NT Rates Concession Eligibility

Which Cards Qualify for NT Rates Concessions

Not every Commonwealth concession card gets you council rates relief in the Northern Territory. The NT Concession Scheme has a specific list of qualifying payments and card types, and holding the wrong card means you are ineligible regardless of your financial situation.

Centrelink payments that qualify:

  • Age Pension
  • Disability Support Pension (DSP)
  • Carer Payment
  • Parenting Payment (Single)

DVA cards that qualify:

  • Repatriation Health Card TPI or War Widow/Widower (Gold Card)
  • Repatriation Pharmaceuticals Benefits Card (Orange Card)
  • DVA Pensioner Concession Card (Maroon and Blue Card)
  • Commonwealth Seniors Health Card (Yellow and Red Card) issued through DVA

Cards That Do Not Qualify

A Commonwealth Health Care Card based on low income or JobSeeker does not qualify for the NTCS. Neither does Carer Allowance alone — you need the income-and-assets-tested Carer Payment specifically. The distinction matters because many carers receive Carer Allowance as a supplement without receiving Carer Payment, and they assume they are covered.

The NT Seniors Recognition Scheme card (the $550 prepaid card for over-65s) also does not qualify you for council rates concessions. That program has no means test and no connection to the NTCS rates relief.

DVA Gold Card — What You Actually Get

DVA Gold Card holders (TPI or War Widow/Widower) qualify for the full range of NTCS concessions, not just council rates. Across council rates and garbage, electricity, water, and sewerage, the total potential NTCS saving reaches up to $2,836 per year. The council rates concession alone covers 62.5% of your annual rates up to a $200 cap, plus the garbage concession for your council area.

You apply through the same NTCRU process as other eligible card holders — 100 points of ID, proof of NT residency, and a copy of your DVA card. The NTCRU verifies your DVA status through data matching with the Department of Veterans' Affairs.

What If You Hold Multiple Cards

If you receive both a Centrelink and a DVA payment — for example, Age Pension plus a DVA card — you only need to register under one qualifying payment. The concession caps do not double. Each household receives one rates concession ($200 cap) and one garbage concession, regardless of how many eligible card holders live there.

Not Eligible? Council Hardship Is the Next Step

If your card does not qualify for the NTCS, you are not out of options. Local councils maintain separate financial hardship policies under the Local Government Act 2019, and the options differ by council. Darwin lists payment arrangements, interest waivers, and deferrals; Palmerston lists negotiated schedules, interest waivers, and fee reductions; Alice Springs and Litchfield list their own combinations of payment arrangements, deferrals, and waivers. Contact your council's rates office about its policy.
