How Much Is the Pensioner Rate Subsidy in Queensland?

The state pensioner rate subsidy in Queensland is capped at $200 a year — but if that's all you're claiming, you're almost certainly leaving money on the table. The real total depends on where you live, because your council's own remission programme usually adds significantly more.

The State Cap: $200 Per Year

The Queensland Pensioner Rate Subsidy Scheme provides a 20% discount on eligible council rates and charges, capped at $200 annually ($100 per half-year rating period, or $50 per quarter). The 2026/27 Queensland Budget allocates $66 million to the scheme.

The 20% calculation covers general rates, differential rates, waste management utility charges, and environmental levies. It does not include interest on arrears, legal recovery costs, or water charges billed separately.

There's no CPI indexation built into the cap. The $200 limit has stayed flat for years — any increase requires an explicit state budget decision.

Local Council Remissions Add Up Fast

On top of the state $200, many councils fund their own pensioner remissions from local revenue. These vary across Queensland's 77 local government areas:

Council Local Remission Combined Total
Brisbane City Council (full pension) Up to $1,350/year Up to $1,550/year
Paroo Shire Council Up to $1,000/year Up to $1,200/year
Sunshine Coast (sole, max pension) $343/year $543/year
Cairns Regional Council $335/year $535/year
Redland City Council (full pension) $335/year $535/year
City of Gold Coast $298/year $498/year
Moreton Bay (max pension) $275/year $475/year
Mareeba Shire Council Up to $240/year Up to $440/year
Hinchinbrook Shire Council Up to $200/year Up to $400/year

Brisbane stands out with its 40% council rebate capped at $1,350, which stacks on top of the state $200 for a combined $1,550 for full pensioners. The examples above show local remissions ranging from $200 to $1,350; some councils offer no local remission.

How the Calculation Order Works

When your rate notice is generated, the council applies concessions in a specific sequence:

  1. Gross rates and charges are totalled
  2. The 20% state subsidy is calculated and capped at $100 per half-year
  3. The council's local pensioner remission is applied to the remaining balance
  4. The 20% Emergency Management Levy discount is applied to the levy component
  5. If the council offers a prompt payment discount (Townsville offers 5%, Gold Coast 10% on general rates), it's calculated on the net balance — but only if you pay by the due date

Missing the prompt payment deadline forfeits that discount but doesn't affect your pensioner subsidy or remission.

The SEQ Water Bonus

If you're in South East Queensland, there's an additional state-funded concession: the SEQ Pensioner Water Subsidy, providing up to $120 per year ($30 per quarter) off your water charges. This requires a separate application to your water retailer — Urban Utilities or Unitywater — and is not included in your council rate concession.
