NSW Private Water Pensioner Rebate — How to Claim Under the WIC Act
What the Private Water Rebate Is
Most NSW pensioners get their water from Sydney Water, Hunter Water, or their local council. But if your drinking water or wastewater service comes from a licensed private utility under the Water Industry Competition Act 2006, you may be eligible for a separate state-funded rebate worth between $105 and $679 per year.
This rebate exists because private water customers cannot access the standard Sydney Water or Hunter Water pensioner concessions. The state government fills the gap through a dedicated scheme administered by the Department of Climate Change, Energy, the Environment and Water (DCCEEW).
Who Qualifies
You need to hold a Pensioner Concession Card (issued by Centrelink or DVA) or an eligible DVA Veteran Gold Card (TPI, EDA, or War Widow endorsement). The property must be your principal place of residence, and your water and wastewater services must be provided by a licensed private utility — not by Sydney Water, Hunter Water, or a council.
Private water utilities operate in newer residential developments, regional estates, and some industrial-to-residential conversion areas where the traditional public water infrastructure was never built.
How Much You Can Get
For the 2026–27 period, the rebate ranges from a minimum of $105 to a maximum of $679 per year, depending on the charges your private utility levies for drinking water and wastewater. The amount is designed to mirror what you would receive if you were on a public utility like Sydney Water, adjusted for your actual billing.

How to Apply
Applications go through the SmartyGrants online portal, not through your council or Service NSW. The department assesses each application individually, verifying your concession card status, the private utility licence, and your residential address.
You will need your Centrelink Customer Reference Number or DVA File Number, a recent bill from your private water utility showing the account in your name, and proof that the property is your principal residence.
The department assesses applications centrally. For 2026/27, the application window runs from 21 September 2026 to 20 June 2027; check SmartyGrants for current processing guidance and submit before the window closes.
This Is Separate from Your Council Rates Rebate
Your council rates rebate under Section 575 covers ordinary rates and domestic waste — it does not touch water charges unless your council supplies water directly (common in regional areas). If you are on a private water utility, you need both applications: one to your council for rates, and one through DCCEEW for water.
If you are on Sydney Water or Hunter Water, those utilities have their own pensioner concession programs with quarterly rebates. You would not use the private water scheme.
The NSW Pensioner Rates Rebate Claim Guide maps every concession layer — council rates, Sydney Water, Hunter Water, private utilities, and voluntary top-ups — so you can see which applications apply to your property.
