NSW Pensioner Rates Rebate: How to Apply Step by Step
Holding a Pensioner Concession Card doesn't mean the rebate appears on your rate notice automatically. Across NSW, you need to lodge a separate application with your local council — and until you do, you're paying full rates even though the law says you shouldn't be.
What You're Applying For
Under Section 575 of the Local Government Act 1993, eligible pensioners receive a concession of 50% of their ordinary rates and domestic waste charges, capped at $250 per year. If your council also provides water and sewerage services directly (common in regional areas), the cap extends to $87.50 each for water and sewer — a combined maximum of $425 per year.
In metropolitan areas served by Sydney Water or Hunter Water, those water rebates are separate (you apply to the water utility, not the council). Your council rate notice only covers ordinary rates and waste.
Step-by-Step Application
1. Get the form. Every NSW council uses a standardised "Pensioner Concession Application" form approved by the Office of Local Government. Download it from your council's website, pick one up at the council office, or request it by phone. Some councils accept online submissions through their customer portal.
2. Fill in your details. You'll need:
- Your property assessment number (top right of your rate notice)
- Your Centrelink CRN or DVA file number
- A declaration that you own and live at the property as your sole or principal place of residence
3. Attach supporting documents. At minimum:
- A copy of your Pensioner Concession Card or DVA Gold Card (front and back)
- If joint-owned with a non-spouse: your ownership share details
- If a life tenant: a copy of the Will, Probate documents, or solicitor's letter confirming your life tenancy
- If someone else is applying on your behalf: a Power of Attorney or Guardianship Order
4. Submit the form. Options vary by council — in person at the customer service counter, by post, by email with scanned attachments, or through an online portal. Some councils (like Sutherland Shire) accept phone-assisted applications with verbal identity verification.
5. Keep paying your rates. Submitting an application doesn't pause your rate instalments. Continue paying by the due dates on your notice. If you're approved, the rebate will be credited to your account — either reducing future instalments or generating a credit you can request as a refund.
Processing Time and What to Expect
Most councils aim to process applications within 14 days of receiving a fully documented form. You'll either get a written approval notice or see the concession reflected as a credit on your next quarterly rate notice.
If your application is refused — usually because of a card type that doesn't qualify, a title mismatch, or missing documents — the council must give you written reasons. You can then fix the issue and resubmit, or request an internal review by the council's revenue manager.

After Approval: Automatic Renewal
Once approved, the rebate rolls over each year automatically. Councils run electronic verification checks with Centrelink and DVA before issuing July rate notices. If your card status and address match, the $250 concession appears on your annual notice without you doing anything.
The auto-renewal can break if your CRN changes (new card), your Centrelink address doesn't match the property address, your ownership changes, or your pension is temporarily suspended. In those cases the council removes the concession and sends you a letter — you'll need to resubmit the application with updated details.
Pro-Rata for Mid-Year Applications
If you become eligible partway through the rating year, the rebate is calculated on a quarterly pro-rata basis starting from the first day of the next quarter after your card is issued. For example, if you receive your PCC on 15 August, the rebate starts on 1 October — giving you three quarters (75%) of the annual amount, or $187.50 of the $250 cap.
The NSW Pensioner Rates Rebate Claim Guide covers everything from initial application through to backdating, water rebates, voluntary top-ups, and hardship provisions — every layer of concession you may be entitled to.
