Pensioner Rates Rebate Eligibility and Documents Needed in NSW

Three Tests You Must Pass

Standard eligibility for the NSW pensioner rates rebate under Section 575 of the Local Government Act 1993 depends on three things: the right card, qualifying ownership, and the property as your sole or principal place of living. In cases of severe financial hardship, a council may make an extension under Section 577.

The Card Test

You must hold one of these:

  • Pensioner Concession Card (PCC) issued by Centrelink or the Department of Veterans' Affairs
  • DVA Veteran Gold Card with a TPI (Totally and Permanently Incapacitated), EDA (Extreme Disablement Adjustment), or War Widow/Widower endorsement
  • DVA written confirmation of Disability Compensation Payment at the Intermediate rate or Temporarily Totally Incapacitated status

Cards that do not qualify: Commonwealth Seniors Health Card (CSHC), NSW Seniors Card, standard Health Care Card, and age alone without a PCC. This is the single biggest source of rejected applications — self-funded retirees holding a CSHC assume it works for council rates, but it does not.

The Ownership Test

You must be a registered owner, part-owner, or verified life tenant under a Will or other legal arrangement. Corporate, company, and family discretionary trust ownership generally does not qualify because the legal entity — not the natural person — sits on the title.

The Residency Test

The property must be your sole or principal place of living. Holiday homes, investment properties, and vacant land do not qualify. If you own two properties, only the one you actually live in most of the time is eligible.

What Documents to Gather Before You Apply

Document Where to Find It Why It Is Needed
Property assessment number Top right corner of your rates notice Links the application to your rating account
Concession card (both sides) Your physical PCC or DVA Gold Card Proves card type and current validity
Centrelink CRN or DVA File Number Card front, or your Centrelink/myGov account Authorises electronic verification via CCeS
Co-owner details Title deed or rates notice Required if jointly owned — determines full or pro-rata rebate
Life tenancy documentation Will, Probate grant, or solicitor letter Required only if you hold a life interest rather than outright ownership
Power of Attorney Your solicitor Required only if someone else is signing the form on your behalf

The Application Form Itself

Every council uses a standardised "Pensioner Concession Application" form approved by the Office of Local Government. The form includes a consent clause authorising your council to verify your card status electronically through Centrelink Confirmation eServices (CCeS). Without that consent, the council cannot use CCeS to verify your status; ask what alternative evidence it accepts and whether you need to provide it again in later years.

Download the form from your council's website, pick it up at the customer service counter, or in some LGAs request one by phone.

What Happens After You Submit

Councils target processing and decision notification within 14 days of receiving a fully documented application. If approved, the rebate appears as a credit on your next quarterly rates notice. If you have already paid in full for the year and a credit balance results, you can request a refund by EFT.

If rejected, the council must give you written reasons. The most common rejection reasons are card type (CSHC instead of PCC), ownership mismatch (name on card differs from name on title), or address mismatch (Centrelink address differs from the property address).

The NSW Pensioner Rates Rebate Claim Guide includes a pre-application checklist that flags these common rejection points before you submit, plus the exact steps to fix each one.
