Southwark Council Tax Arrears Help: Debt Advice, Liability Orders and What to Do
How Council Tax Arrears Escalate in Southwark
Southwark Council's Debt Recovery Policy sets out the statutory recovery steps that can lead to a liability order. The notice you receive gives the current stage, amount due and deadline, so act on that notice rather than relying on a general timeline.
The policy says officers use the Standard Financial Statement when setting manageable repayment arrangements and provides for pauses in enforcement for vulnerable residents engaging with an advice agency. If you have a summons, liability order or contact from enforcement agents, seek free debt advice promptly.
Get Free Debt Advice First
If you're behind on Council Tax in Southwark, contact a free debt advice service before trying to negotiate with the council yourself. These organisations are accredited and independent:
- StepChange — free online and telephone debt advice, including a structured debt management plan. Call 0800 138 1111 or use their online tool.
- National Debtline — free telephone advice from qualified debt advisors. Call 0808 808 4000.
- Citizens Advice Southwark — face-to-face and telephone advice on welfare rights, debt, and Council Tax disputes. Capacity is limited, so book early.
These services can help you understand your options. Southwark's Debt Recovery Policy says officers use the Standard Financial Statement (SFS) when setting up manageable repayment arrangements and provides for pauses in enforcement for vulnerable residents engaging with an advice agency.
Southwark's Step-by-Step Debt Service
Southwark runs an internal debt consolidation service called Step-by-Step that combines outstanding council tax arrears, Housing Benefit overpayments, and rent arrears into a single payment plan. Applications go through online forms (fm_fid=1767 and fm_fid=1855) or by emailing [email protected].
This is separate from CTR — it's a repayment arrangement for existing debt, not a reduction in future bills. If you owe arrears but also qualify for CTR going forward, you can and should apply for both. The CTR reduces your ongoing liability while the payment plan addresses the debt.

Can CTR Help With Existing Arrears?
Council Tax Reduction reduces your bill from the effective date of the claim forward. It doesn't retrospectively wipe out arrears — but a working-age claim can be backdated by up to six months before the request date if you show continuous good cause throughout the period. Any backdated reduction is applied as a credit to your account, which offsets some of the outstanding balance.
If you fell into arrears because you didn't know about CTR or thought Universal Credit covered Council Tax (it doesn't), applying now with a backdating request is the single most effective step. Any reduction applied to the arrears period reduces what you owe.
What to Do if Enforcement Starts
The exact enforcement powers and next steps depend on the stage of the recovery process and the notice you have received. If enforcement agents contact you and you're vulnerable — experiencing mental health difficulties, recently bereaved, seriously ill, or receiving disability benefits — tell the agent and the council promptly. Southwark's Debt Recovery Policy includes provisions for pausing enforcement for vulnerable residents who are engaging with an advice agency.
Next Steps
Don't ignore the letters. Contact one of the free advice services above, apply for CTR if you haven't already, and consider a backdating request if you've been eligible for months without claiming.
The Southwark Council Tax Reduction guide covers the full application process, the backdating procedure, and the hardship fund — all of which can help reduce what you owe going forward.
