Croydon Council Tax Debt: Liability Orders, Bailiffs, and Free Advice
The Council Tax Enforcement Timeline in Croydon
Council tax debt in Croydon follows a statutory escalation path. Knowing the stages helps you understand where you are and what options remain at each point.
Stage 1 — Reminder notice. Sent after a missed payment. You have seven days to pay what you owe. If you pay within the window, the normal instalment schedule continues.
Stage 2 — Second reminder and final notice. If your account falls into arrears again during the financial year, the council sends a second reminder and gives you seven days to bring the account up to date. If you do not, it issues a final notice and cancels your right to pay by instalments.
Stage 3 — Summons. If the balance is not paid, the council applies to the magistrates' court for a liability order. A court summons is issued, and Croydon adds £117.50 in summons costs. If a liability order is issued, a further £15 is added.
Stage 4 — Liability order. Granted by the magistrates' court, usually in bulk hearings. This gives the council legal powers it did not have before: it can instruct enforcement agents (bailiffs), apply to deduct from your wages (attachment of earnings), or apply to deduct from your benefits.
Stage 5 — Enforcement agents. If the council instructs enforcement agents on or after 1 May 2026, the compliance stage costs £79. If an agent visits your property, a further £247 is added, plus 7.5% of the portion of the debt above £1,900. These fees are set by national regulations.
What a Liability Order Does Not Mean
A liability order is not a criminal conviction, and it does not appear on your credit file through the normal credit reference agency process. However, it does give the council powerful collection tools, and the total debt grows rapidly once enforcement agent fees are added.
The council cannot send you to prison for unpaid council tax unless it can prove wilful refusal or culpable neglect — this is a high bar, and committal proceedings are extremely rare. But the financial consequences of a liability order (wage deductions, benefit deductions, enforcement agent fees) are real and immediate.

Preventing the Problem
The most common route into council tax debt in Croydon is not claiming Council Tax Reduction in the first place. If your household income is low — especially if you are on Universal Credit, working part-time, or receiving disability or carer benefits — you may be entitled to a discount of up to 75% or more.
Universal Credit does not automatically cover council tax. You need a separate application through Croydon's benefits portal. The Croydon Council Tax Reduction guide covers the eligibility rules, the income band table, and the application process.
If you are already behind on payments but have not yet received a summons, applying for Council Tax Reduction now can reduce your ongoing liability and make the remaining arrears more manageable.
