Help Paying Council Tax in Southwark: Every Discount, Reduction, and Exemption

Council Tax Reduction Is the Main Route

If you're on a low income, Council Tax Reduction (CTR) is the primary way to bring your Southwark bill down. It's a means-tested scheme that can reduce your liability by up to 100%, depending on your income, savings, and household circumstances.

You apply directly through Southwark Council's online portal. The council assesses your income against an applicable amount benchmark and tapers the award at 20% of any excess. Capital above £16,000 disqualifies you; below £6,000, savings are fully ignored.

CTR is applied after statutory discounts — so it reduces whatever remains after Single Person Discount or other reductions have already been taken off.

Statutory Discounts That Reduce the Bill Before CTR

Single Person Discount (SPD) — A 25% reduction applies to a sole or main residence occupied by only one adult. Other adults who are "disregarded" for Council Tax purposes (full-time students, people with a Severe Mental Impairment certificate, carers, certain live-in workers) don't count toward the occupier total.

Disabled Band Reduction — If your home has been adapted to meet the needs of a disabled resident (a room used for medical equipment, extra space for wheelchair use, a second bathroom), the property's Council Tax band can be dropped by one tier. A Band D property would be charged at the Band C rate. This is a statutory scheme, not discretionary — if the property modifications qualify, the reduction must be granted.

Severe Mental Impairment (SMI) Disregard — Residents certified as severely mentally impaired by a registered medical practitioner who also receive a qualifying benefit (PIP daily living, Attendance Allowance, or similar) are completely disregarded for Council Tax occupancy. If everyone in the property is SMI-disregarded, the property qualifies for a 100% exemption. If there's one non-disregarded person, they qualify for the 25% Single Person Discount.

Carer Disregard — If you provide care for someone else and meet the qualifying conditions, you're disregarded for occupancy purposes — which can trigger a Single Person Discount for other occupants.

Southwark-Specific Discretionary Reliefs

Care Leaver Exemption — Southwark grants qualifying care leavers a 100% discretionary discount on Council Tax. This is the council's own policy, not a national requirement.

Foster Carer Relief — Registered Southwark foster carers can receive up to 100% reduction on their Council Tax liability.

Section 13A(1)(c) Discretionary Relief — Beyond CTR, the council has a separate legal power to reduce or write off Council Tax for any resident in exceptional circumstances. This is used sparingly and on a case-by-case basis.

Hardship Fund — A discretionary fund specifically for residents affected by welfare reform who receive qualifying disability benefits and have lived in Southwark for at least three months. It supplements CTR when the remaining bill is still unaffordable.

If You're Struggling with the Remaining Bill

Even after discounts and CTR, some households face a residual amount they can't afford. Options include:

12-month payment spreading — By default, Southwark collects Council Tax over 10 monthly instalments. You can request 12-month spreading, which reduces each payment. Contact the council directly to switch.

Step-by-Step debt consolidation — Southwark's internal service rolls council tax arrears, Housing Benefit overpayments, and rent arrears into a single manageable payment plan. Email [email protected].

Emergency Support Scheme (SESS) — For acute financial crises (no money for food, facing utility disconnection), call 020 7525 2434.
