Southwark Council Tax Reduction Calculator: How Much Can You Get?

How the Southwark Means Test Works

The Southwark means test follows a formula you can work through to estimate an award. The council compares your household income against a benchmark called the applicable amount — your minimum living allowance — and tapers the reduction based on how much you earn above it.

Here's the sequence:

  1. Start with your eligible Council Tax liability. That's your annual charge minus any discounts (Single Person Discount, disabled band reduction). Divide by 52 to get the weekly figure.
  2. Calculate your applicable amount. This is the sum of personal allowances for you and your partner, plus additions for dependent children, disability premiums, and caring responsibilities.
  3. Total your net weekly income. Add all earned and unearned income for the household, apply the statutory earnings disregard (£5/week single, £10/week couple, £25/week lone parent), and add tariff income from capital above £6,000.
  4. Compare income to the applicable amount. If your income is at or below the benchmark, you get maximum CTR — potentially 100% of your eligible liability. If it's above, the excess is tapered at 20%.
  5. Subtract non-dependant deductions. Each non-dependant adult in your household triggers a fixed weekly deduction from your award, ranging from £3.74 (no income or under £189/week gross) to £11.36 (earning £408+ gross/week).

Maximum Award

The maximum CTR award in Southwark covers 100% of your eligible Council Tax liability — after discounts but before CTR. If your income is below the applicable amount and you have no non-dependant deductions, you pay nothing.

This is more generous than some neighbouring boroughs. Some London councils cap working-age CTR at 75% or 80% of liability, leaving a minimum payment even for the lowest-income households. Southwark's scheme can reduce the bill to zero.

Minimum Payment

Southwark's working-age scheme can award up to 100% of eligible liability. The amount payable depends on the household's income, capital, eligible liability and any non-dependant deductions. For example, a single person earning £150/week net with an applicable amount of £90.50 would have £59.50 excess income, tapered at 20%, producing an £11.90/week deduction from the maximum award. The final residual liability depends on the full calculation.

Free Estimation Tools

Two independent calculators give rough estimates of CTR entitlement:

  • entitledto (entitledto.co.uk) — enter your income, household composition, and postcode for an estimate that factors in your local scheme rules.
  • Turn2us (turn2us.org.uk) — a broader benefits calculator that includes council tax support alongside other entitlements.

Neither tool produces binding figures. The council's own assessment is based on verified evidence, not self-reported inputs, and the actual award may differ from any estimate.

Getting an Accurate Figure

The only way to get a definitive answer is to apply. Southwark assesses your full financial picture — income, capital, household composition, non-dependant status, disability premiums — and issues a formal decision. The calculation runs on the evidence you submit, so the accuracy of the result depends on the completeness of your documentation.

The Southwark Council Tax Reduction guide includes a means-test calculation worksheet and worked examples for different household types, so you can run the numbers before you apply and know roughly what to expect.
