Southwark Council Tax Reduction Savings Limit: Capital Rules Explained
The Two Thresholds: £6,000 and £16,000
Southwark Council's working-age CTR scheme uses two capital thresholds to determine how your savings affect your entitlement:
Up to and including £6,000 — Your savings are completely ignored. They don't affect your CTR award at all. A household with £6,000 in the bank is treated identically to one with nothing.
Above £6,000 to £16,000 — Your savings generate "tariff income" — a fictional weekly income the council adds to your real income in the means test. The formula is £1 per week for every £250 (or part of £250) above £6,000. So £8,000 in savings produces £8 per week of tariff income: (£8,000 − £6,000) ÷ £250 = 8.
Above £16,000 — You're disqualified from CTR entirely. No amount of low income offsets savings above this ceiling. The disqualification applies to the combined capital of you and your partner.
What Counts as Capital
Capital in the CTR assessment includes:
- Bank account balances (current, savings, joint)
- Building society accounts and ISAs
- Premium Bonds and investment certificates
- Stocks, shares, and unit trusts
- Property you own other than your main home (the value minus any mortgage on it)
- Lump-sum payments, compensation awards, or redundancy payments sitting in your accounts
Capital that's disregarded includes:
- The property you live in as your main home
- Personal possessions (furniture, vehicles, clothing)
- The surrender value of life insurance policies
- Certain business assets if you're self-employed and the capital is essential for your trade
The critical detail: the assessment looks at actual capital held on the date of your claim and at each reassessment. It's a snapshot, not an average. If you're at £15,500 when you apply and then receive a £1,000 gift pushing you past £16,000, you need to report the change within 21 days — and your entitlement ends from the date your capital crossed the threshold.
How Tariff Income Affects Your Award
Tariff income doesn't replace your actual income in the assessment — it gets added on top. If your real weekly income is £180 and you have £10,000 in savings, the tariff income is £16 per week (£4,000 above £6,000, divided by £250, rounded up). Your total assessed income becomes £196.
That extra £16 enters the means test alongside your actual earnings and benefits. If it pushes your total above the applicable amount, the 20% taper applies to the excess — reducing your weekly CTR award.
For a household right on the borderline, the tariff income from moderate savings can be the difference between a full award and a partial one. At £15,000 in savings, tariff income is £36 per week — that's £36 of phantom income the means test counts even though you're not spending your savings.

Joint Capital for Couples
If you live with a partner (married, civil partner, or cohabiting), your capital is assessed jointly. Both partners' savings, investments, and property interests are added together and measured against the same £6,000 and £16,000 thresholds.
This means a couple where each person has £9,000 in separate bank accounts has joint capital of £18,000 — above the threshold, disqualified from CTR. It doesn't matter that neither individual exceeds the limit on their own.
What If Your Savings Are Dropping?
If you're spending down savings — living off redundancy money while job-hunting, for example — your capital position improves over time. As it falls below £16,000, you become eligible again. As it drops toward £6,000, tariff income reduces and your award increases.
The key is keeping Southwark informed. When your capital crosses a threshold in either direction, report the change and provide updated bank statements. The council will reassess your award from the date the change occurred.
If you received a one-off lump sum (insurance payout, inheritance) that temporarily pushed you over £16,000 but you've since spent it on legitimate expenses (debt repayment, essential repairs), document what happened and when your capital fell back below the threshold.
