Tower Hamlets Council Tax Arrears and Debt Help
Falling behind on council tax in Tower Hamlets is more common than people think, and the enforcement process moves faster than most expect. If you've missed a payment or received a reminder, here's what happens next and where to get free help before things escalate.
The Enforcement Timeline
Tower Hamlets publishes the following recovery sequence:
- Reminder notice — after a missed instalment, the notice gives you seven days from its date to bring the account up to date.
- Summons — if you do not pay as required by the reminder, the council can summons you to the Magistrates' Court for the full year's charge. The summons adds £105 in costs; if £25 further costs are added when the council asks the court for a liability order, total court costs are £130.
- Further missed instalments — if you pay the first reminder but miss another instalment, the council may send a second reminder, again giving seven days. After two paid reminders, a third default can cancel your instalments and make the remaining balance due within seven days.
- Liability order and enforcement — if a balance remains unpaid at the hearing, the court may grant a liability order. The council can then use collection powers such as deductions from earnings or eligible benefits and enforcement agents (bailiffs), with additional fees.
The gap between missing a payment and a court summons can be as short as a few weeks. Acting early gives you the most options.
Payment Plans
If you're struggling to keep up with instalments, contact Tower Hamlets Council Tax Billing (not the Benefits Service) as soon as possible and ask about a payment proposal. Tower Hamlets says it offers a payment plan if you cannot pay the full amount before the court hearing, and accepts payment proposals at later stages too.
Options include:
- Spreading payments over 12 months instead of the default 10 — request this through your My Account portal at myaccounts.towerhamlets.gov.uk
If you already have a summons or liability order, you can still ask the council to review a payment proposal. Court or enforcement costs may already have been added.
Check If You Qualify for Council Tax Reduction
Many residents in arrears discover they were eligible for Council Tax Reduction all along but never applied. Tower Hamlets' working-age scheme can cover up to 100% of your council tax if your income and savings qualify. Even if you don't get the full amount, a partial award reduces what you owe going forward.
CTR cannot be backdated more than one month for working-age applicants, and you must demonstrate "good cause" for the delay. Applying now lets the council assess any future reduction, but it does not pause your current bill while the claim is processed.
If your household income is above the CTR threshold but below £60,000, the Council Tax Cost of Living Relief Fund may provide a smaller annual credit if you meet its other conditions: you must not receive CTR, have savings below £16,000, be named on the council tax bill, and have lived in Tower Hamlets and been named on the bill since before 1 April 2024.

What Not to Do
Don't ignore the letters. Every stage of the enforcement timeline adds costs and removes options. Don't assume Universal Credit covers your council tax — it does not; CTR is a separate application to the council. Don't take out high-interest credit to pay the arrears without getting free debt advice first — that can make the overall situation worse.
If you're at the earlier stages and want to prevent arrears from building, the Tower Hamlets Council Tax Reduction guide covers the full application process, including how to apply for hardship relief if your circumstances are exceptional.
