Bromley Council Tax Arrears: Free Debt Help and What Happens Next

What Happens When You Fall Behind on Council Tax in Bromley

If you've missed council tax payments in Bromley, the recovery process generally follows this sequence. Knowing where you are in that sequence matters, because each stage narrows what you can do.

The usual timeline runs like this:

  1. Reminder notice — sent after one missed instalment. Pay within 7 days and your normal payment plan continues.
  2. Further recovery action — if you do not pay the amount requested within 7 days of the reminder, Bromley says you lose the right to pay by monthly instalments and it will issue a summons for the full outstanding balance. If you paid the first reminder amount but fall into arrears again, a second reminder may be issued.
  3. Summons — the council applies to the Magistrates' Court for a liability order. Bromley adds court costs of £101.50 when it issues a summons.
  4. Liability order — if the court issues one, Bromley adds a further £25 in costs. The council can then use enforcement agents (bailiffs), deduct from earnings or benefits, or in extreme cases apply to make you bankrupt.

The critical point: once a liability order is granted, Bromley Council (through its contractor Liberata) has wide powers to recover the debt. Getting help before that stage gives you far more options.

Free Debt Advice That Actually Helps

Council tax debt is a priority debt — it sits above credit cards, personal loans and most other bills in the legal hierarchy. That means you need specialist help, not general budgeting tips.

These charities offer free, confidential debt advice and can negotiate directly with the council on your behalf:

  • StepChange Debt Charity — call free on 0800 138 1111 or use their online debt advice tool. They provide free specialist debt advice and can help you discuss repayment options with the council.
  • National Debtline — call free on 0808 808 4000 (Monday to Friday). They provide sample letters and can walk you through writing to the council.
  • Citizens Advice Bromley — call the national helpline on 0800 144 8848 or contact Bromley Well on 0808 278 7898 for local face-to-face appointments. High demand means waits, so call early.
  • Debt Free London — free debt advice specifically for London residents at debtfree.london.

The services listed here are free. A debt adviser can help you understand your options and discuss a repayment arrangement with the council.

Could You Qualify for Council Tax Support?

Many people who fall into arrears were entitled to a reduction they never claimed. Bromley's working-age Council Tax Support scheme can cut your bill by up to 50%, and if you're on Universal Credit or a low income, you may qualify right now.

The key facts:

  • CTS is a separate application — Universal Credit does not cover council tax and does not file a claim for you.
  • You apply through Bromley Council's online portal (processed by Liberata).
  • Awards can sometimes be backdated up to one month if you can show good cause for not claiming sooner.
  • Pension-age residents qualify under national rules that can cover up to 100% of the bill.

If arrears built up partly because you weren't getting support you were entitled to, a successful CTS claim reduces your ongoing bill and may create a credit against what you owe. Our step-by-step guide to claiming Council Tax Reduction in Bromley walks through the eligibility rules, evidence you need, and the application process.

The Section 13A Hardship Fund

Bromley also runs a £260,000 discretionary hardship fund under Section 13A of the Local Government Finance Act 1992. If your CTS award still leaves you unable to pay, you can apply for extra help — but only if you received a CTS decision within the past 3 months.

The hardship fund is separate from debt advice. It reduces your bill; it does not deal with enforcement or negotiate with bailiffs. If enforcement agents are already involved, contact StepChange or National Debtline first.

What This Guide Does Not Cover

This article explains the enforcement timeline and points you to free help. It is not debt advice. If you have a liability order, a summons, or enforcement agents at your door, the free charities listed above are the right first step — they have legal powers and relationships with councils that no guide can replace.

If you're not yet in arrears but struggling to keep up, claiming all the support you're entitled to is the most effective prevention. The Bromley Council Tax Reduction guide covers the full scheme rules, the hardship fund application, and every discount you can stack on top.
